Aggregated procurement - quovadis? “Il-waranofsinharit-tajjeb” • Robert Sultana • robert.sultana@um.edu.mt • CIO & IT Services Director • University of Malta • medium-size university • small NREN for • small country
Motivation • Small means • Limited scope for joint procurement within our country • Current aggregated procurement activities by DANTE and TERENA much appreciated • Encourage more! • Proposal made to include at least a small joint procurement activity with GN3+ proposal • Included as part of SA6 Task 2
Initial work and current plan • Identify other joint procurement activities that can be done for our community and possibly carry out some small scale pilot/s • Information being obtained from • TERENA Compendium responses • NREN websites • Meetings and workshops • Asking NRENs directly
Way forward • Look at what NRENs are currently procuring for their members within their countries. Identify: • What items are being procured • Any benefits for these NRENs to jointly procure any of these items with other NRENs • Other items that could be useful to jointly procure with other NRENs (e.g. for NREN use only not for their members) • Approach also NRENs not currently doing any joint procurement within their countries. Identify: • Reasons • e.g. insufficient economies of scale • Any interest if done with/through other entities in other countries • e.g. for some of the items that other larger NRENs are already finding useful to organise joint procurement for within their country
What joint procurement to go for? • Identify possible candidates • Short-term joint procurement pilot/s within GN3+ • NRENs interest translating to commitment of funds • Feasibility within relative short time-frame • Perhaps commodity-type of service where less likely to be differentiation between requirements of different NRENs • Supplier/s cooperation • Longer-term candidates for joint procurement beyond GN3+
