Aggregated Procurement TF-MSP, Vienna 10 February, 2014
Introduction and agenda • Speakers • Agenda: • Aggregated procurement - the what, why and how • Results to date • Invitation to benefit and forthcoming plans John Dyer, Business and Technology Strategist TERENA Robert Sultana CIO University of Malta Paul Rouse, Procurement Manager DANTE
What is aggregated procurement and why do it? • By buying together we can deliver three main benefits to our community: 1. Volume discounts/economy of scale – hopefully offered as something of value! 2. Especially for small NRENs – access to markets previously accessed via resellers 3. Efficiency – average OJEU costs €60k
How can it be done? • Assuming we are considering bodies bound by the EC Procurement Directive (and their National Laws incorporating this) for values over threshold there are 2 main approaches: • 2. Centralised Purchasing bodies – framework contracts • 1. In-house award – “Teckal” Scope, variation, duration, beneficiaries, numbers, agreement award Validation criteria: Control, 90% of activities, no private participation
Results to date • PRISM – a centralised purchasing body framework example • DANTE WORLD SERVICE – an in-house award (“Teckal”) example • TERENA CERTIFICATE SERVICES – in-house award • More planned and in early stages: • SA7 CLOUD…Facilitator example • SA7 MOBILITY….Concession arrangement example
SA7 - Cloud Following TF-MSP Trondheim: Workshop 11-12th March Zurich scheduled
SA7 Mobility RFI in March for: • Spain • Portugal • Netherlands • Czech Republic • Sweden 3.3M End Users
Lessons learnt • Positive • Delivers procurement efficiency • Savings • Market access • Limitations • Ability to use (National Law) • Commitment required to maximise savings
What’s next • Planned work; cloud and mobility • Team and skills in place • New EC Directive – changing legislation • What the community wants - pipeline in SA6 T2 – Robert…… • .
