  2. 2012 Presidential Candidate Questionnaire • AIAA Presidential Candidate Questionnaire submitted to candidates in previous election cycles. • List of 12 questions covering each of the four subcommittees as well as questions regarding the industrial base and federal research & development • Will be submitted to campaigns on Wednesday, 1 August. • Campaigns will have 31 days to complete • Each campaign will be notified that if they do not complete and return their questionnaire or specific questions within, that we will print that in the candidate profile. • Each campaign will be notified that in absence of a completed questionnaire, or specific questions therein, that will use statements previously made by that candidate in an attempt to alert members to their positions. preparation of these papers

August is for Aerospace • Asking EVERY AIAA Section to put on an event – be it a dinner, having a politician at your section meeting, giving a decision maker a tour of your facility, or simply going to meet with the decision maker or their staff at their local office • Last chance to make a positive impression about aerospace before the Fall elections.

CVD 2013 • CVD 2013 will be held March 19 – 20, 2013 • We will be back at the Reagan Center on the 19th, up on Capitol Hill on the 20th • Promotional efforts will start in late summer, 2012. • Goal for next year is 200+ attendees • Attending CVD 2013 will be crucial given the 2012 national elections.

  6. 2013 Key Issues Planning: Objectives and Guidelines • Develop Key Issues (KIs) of primary importance to our members • Need TC/PC and Region/Section ideas • Avoid narrow issues addressing specific local or corporate concerns • Discuss controversial issues without being controversial • Reflect a consensus of the entire Institute • TAC and PPC members will work together to screen the ideas • Aim for fewer than 10 KIs on the final 2013 list • Back up each KI with a more detailed information paper • TAC participation is needed in the preparation of these papers

  18. 2012 Key Issues- Legislation • Lessening the Impact of Export Controls • H.R. 4310, the National Defense Authorization Act (McKeon)- Passed the House of Representatives on May 18, 2012 by a vote of 299-120 with an amendment on offered by Rep. Smith of Washington that states the “President is authorized to remove commercial satellites and related components and technology from the United States Munitions List, consistent with the procedures in 12 section 38(f) of the Arms Export Control Act (22 U.S.C.13 2778(f))” and “only if the President submits to the appropriate congressional committees a determination that the transfer of commercial satellites and related components and technology from the United States Munitions List does not pose an unacceptable risk to the national security of the United States. Such determination shall include a description of the risk-mitigating controls, procedures, and safeguards the President will put in place to reduce such risk to an absolute minimum.” Prohibitions against China, Syria, Iran, North Korea, Cuba, Sudan and others deemed a threat. – Senate Committee on Armed Services on 6/19/2012.

  19. 2012 Key Issues- Legislation • Lessening the Impact of Export Controls • S. 3211, Safeguarding United States Satellite Leadership and Security Act of 2012 (Bennet)-- To authorize the President to determine the appropriate export controls of satellites and related items based on the national security and foreign policy objectives of the United States, and for other purposes.- Senate Committee on Foreign Relations on 5/21/2012

  20. 2012 Key Issues- Legislation • Assuring the Viability of the US Aerospace and Defense Industrial Base • S.365, the “Budget Control Act of 2011”. - Mandated reductions ranging from 10% (in 2013) to 8.5 % (in 2021), or roughly $56B/year for eight years, in the caps on new discretionary appropriations for defense programs, yielding total outlay savings of $454 billion. Became PL 112-25 on 080211.

  22. 2012 Key Issues- Legislation Facilitating Assured, Cost Effective Human Access to Space • H.CON.RES.124, “Expressing the sense of the Congress that President Obama's delays in implementing a clear mission for the American space program represent a clear threat to American exceptionalism.” (Hulgren)- House Science, Space and Technology Committee on 5/15/2012 • H.R. 1641, “Reasserting American Leadership (REAL) in Space Act” (Posey)- To direct the National Aeronautics and Space Administration to plan to return to the Moon and develop a sustained human presence on the Moon.– House Space and Aeronautics Subcommittee on 5/6/2011 Dealing with Counterfeit and Malicious Hardware • H.R. 1540, “The National Defense Reauthorization Act of 2012”- Sec. 818. Became Public Law 112-329 • Expected to be included in the next Defense Reauthorization bill.

  23. 2012 Key Issues- Legislation Supporting An Evolving and Adaptive Cybersecurity Policy • H.R. 2096, “The CyberSecurity Enhancement Act of 2011” (McCaul)- To advance cybersecurity research, development, and technical standards, and for other purposes.– Senate Committee on Commerce, Science and Transportation on 5/7/2012 • S. 1152, “The CyberSecurity Enhancement Act of 2011” (Menendez)- To advance cybersecurity research, development, and technical standards, and for other purposes.– Senate Committee on Commerce, Science, and Transportation- 6/7/2011 • S. 1342, “Grid Cyber Security Act” (Bingaman)-To amend the Federal Power Act to protect the bulk-power system and electric infrastructure critical to the defense of the United States against cybersecurity and other threats and vulnerabilities.—Placed on the Senate Calendar on 7/11/2011 • Outlook- Cybersecurity is a ‘hot’ issue on Capitol Hill with action certain to occur in both legislation and appropriations on every aspect, from defense to education.

  24. 2012 Key Issues- Legislation Recruiting, Retaining, and Developing a World Class Workforce • S. 1060, “Honoring All Veterans Act of 2011” (Blumenthal)- Title I address Veteran’s transition assistance program, hiring by civilian companies, and education-- Senate Committee on Veterans’ Affairs 6/8/2011 • S. 1986, “Science, Technology, Engineering, and Mathematics (STEM) Visa Act of 2011” (Bennet)--To amend the Immigration and Nationality Act to promote innovation, investment, and research in the United States, and for other purposes– Senate Committee on the Judiciary 12/13/2011 • H.R. 3146, “American Innovation and Education Act of 2011” (Labrador)– Provides Visas for graduates in STEM Related Fields, invests in STEM education, and looks to remove bureaucratic barriers– House Subcommittee on Education and Workforce Training 11/18/2011 .

STEM Legislation • AIAA is currently monitoring these pieces of legislation: • S.3217 – Startup Act 2.0 – To make it easier for highly qualified, foreign nationals to obtain visas. • H.R. 4483 – Broadening Participation in STEM Act - To give grants to colleges and universities to reform and revitalize STEM education programs.

STEM Legislation Continued • AIAA anticipates a new bill, introduced by Congressman Lamar Smith of Texas, which will alter the way in which immigration visas are granted to highly qualified immigrants who desire to work in the U.S. technology/engineering/science sectors. • Bill would make available 55,000 visas from the general green-card lottery solely for highly qualified immigrants who desire to come to work in STEM areas.

Appropriations $17,573.8 Includes $14.5 million for production of PU-238 States in Report Language that the current structure of the program has insufficient safeguards in place to protect the government's interests in intellectual or physical property developed with Federal money in the event that companies are terminated from or opt to leave the program. As such, there is a risk of repeating the government's experience from last year's bankruptcy of the solar energy firm Solyndra, in which the failure of a high risk, government subsidized development venture left taxpayers with no tangible benefit in exchange for their substantial investment.

Important Legislation Government Attended Conferences Amendment Language • H.R. 4631, “Government Spending Accountability Act of 2012” (Walsh) – Removes prohibition on attending more than one conference held by a private entity annually. Additionally, all agencies would be required to limit their travel budgets to 70% of 2010 levels-- House Committee on Oversight and Government Reform passed by Voice Vote on 6/27/2012 • S. 1789, to improve, 21st Century Postal Service Act of 2012, S.AMDT.2060, Sponsored buy Senator Tom Coburn (R-OK). The amendment is to provide transparency, accountability, and limitations of Government sponsored conferences. Language of Interest: “(4) LIMITATION ON THE ANNUAL NUMBER OF CONFERENCES AN AGENCY MAY SUPPORT.--No agency may expend funds on more than a single conference sponsored or organized by an organization during any fiscal year, unless the agency is the primary sponsor and organizer of the conference.” On April 24, 2012 passed with unanimous consent and is now on the way to the House of Representatives. • H.R. 2146, Digital Accountability and Transparency Act of 2012'' or the ``DATA Act'‘- Sec. 308 matches the Senate language and passed with unanimous consent. The Bill is now before the Senate.
