RATIONALE FOR CREATING THE PROJECT • International comparison such as it exists is complicated by the range of definitions, mechanisms, and technologies • Each institution and each jurisprudence within the countries has been doing its own interpretation of the terms. • Few initiatives in which the region is considered as a unit of analysis: Latinobarómetro Multilateral agencies: IDB, UNDP, OAS, WHO/PAHO,

OBJECTIVE To develop and launch a Regional System of Standardized Citizen Security and Coexistence Indicators to make it possible to measure, monitor, and compare regional phenomena linked to citizen security, thus enhancing the capacity of decision-makers in Andean and Central American countries to formulate, implement, and evaluate public policies on citizen security.
SCOPE OF THE PROPOSAL • To reduce the number of indicators used to describe crime and violence incidents. • To build consensus among participating countries on ways of mediating territorial and sectoral problems. • To recognize the region as a unit of analysis • To further develop policies for crime and violence prevention and control from a regional perspective
