OBJECTIVES Overall objective: To contribute towards socio-economic development in rural districts of Northern Balochistan through human capital development’. Specific objective: To enhance the socio-economic status of the extreme poor and vulnerable groups in 3 poverty stricken rural districts of Balochistan through increased access to relevant, good quality and equitable TVET services and improved linkages with government and private TVET providers, microenterprise and microfinance services and the markets. EXPECTED RESULTS Existing public and private sector TVET institutions are strengthen and are providing effective and demand based employable skills Targets groups have improved access to relevant, market oriented and quality TVET services for enhanced income generation opportunities. Public image of and demand for TVET is improved and linkages between TVET institutions, trainees, microfinance/microenterprise institutions and market are strengthened. DURATION, BUDGET & LOCATION Duration: 42 months (September 01, 2012 to February 28, 2016) Budget: EUR 1,700,000 Location: Pakistan: Ziarat, Loralai and Harnai districts of Balochistan province Supporting TVET in Northern Balochistan funded by European Commission
IMPLEMENTING PARTNERS • Water, Environment and Sanitation Society (WESS) in District Loralai • Social Mobilization, Advocacy, Research and Training (SMART) in District Harnai • Council for Community Development (CCD)in District Ziarat Supporting TVET in Northern Balochistan funded by European Commission
TARGET GROUPS 4,000 individuals (men/women), comprising 3,800 trainees and 200 (approx.) trainers/ staff from formal/informal training providers. Final beneficiaries will be 300,000 (approximately) Supporting TVET in Northern Balochistan funded by European Commission
Result 1: Existing public and private sector TVET institutions are strengthened and are providing effective and demand based employable skills. Main Activities under Result 1 : 1 Market survey/ value chain analysis and Training needs analysis for the identification of potential employable trades/skills and to ensure the appropriateness of the skills/trades. 1 Mapping and capacity assessment of existing service providers to improve their outreach, curriculum, trainers’ skills, technology and market links Provision of institutional support, introduction of new courses/trades & capacity building of trainers for the selected 20 public, private and informal TVET institutions. Result 2: Target groups have improved access to relevant, market oriented and quality TVET services for enhanced income generation opportunities Main activities under Result 2: Provision of 250 relevant, market oriented and quality vocational/skill trainings at the local level in the target districts Introduction and provision of 20 special skill trainings for people with disabilities Provision of internship opportunities for theselected skill-graduates in the locally available facilities and workshops Provision of 50 trainings on business plans and business feasibility development for skill-graduates Supporting TVET in Northern Balochistan funded by European Commission
Result 3: Public image of and demand for TVET is improved and linkages between TVET institutions, trainees, micro-finance/microenterprise institutions and the market are strengthened Main Activities under Result 3: 3 Mass awareness and community mobilization campaigns through engaging local NGOs/CBOs/community organizations, print/electronic media to improve the image and create demand for TVET. Documentation and dissemination of best practices and case studies for replication by the government, private sector and civil society actors. Promote linkages of TVET providers, trainees and communities with relevant government agencies, the market and micro-credit/enterprise institutions through 50 exposure visits. Formation of 4 TVET based forums at provincial and district levels consisting of government, civil society, trade unions, and employers to share experiences, and advocate for the improvement of the TVET sector in Balochistan.
