  1. Air Quality Protection:What’s the Issue, What’s at Risk?

  2. How Late is Too Late?

  3. Is Realization Imminent?

  4. The City of Calgary, Environmental & Safety ManagementStrategic Directions for The City of Calgary’s Climate Change Program Presented By: David Day, Director Calgary Region Airshed Zone (CRAZ) AGM, May 18, 2011 May 2, 2011

  5. Corporate Climate Change 2012 – 2014 Policy Focus & Action Plan • GHG Reductions • Measuring/Monitoring • Carbon Finance • Climate Change Adaptation

  6. Update to the Corporate Climate Change Action Plan Strengthen GHG mitigation measures Monitor & report emissions and energy use (EEIS) Participate in carbon markets to invest in GHG reductions Develop a climate change adaptation framework

  7. Corporate Climate Change Action Plan Update Information & Transparency are Imperative Changing regulatory environments and evolving best practices means The City will be committed to: A high standard of accuracy in quantifying emissions. Greater transparency & evaluation of mitigate strategies. Third-party verification of corporate emissions to lend credibility. Financial reporting of carbon liabilities and assets in accordance with legislation and best practices. Finding opportunities to increase investment in long-term strategies to meet Council goals for GHG reduction and climate change adaptation.

  8. Corporate Climate Change Action Plan Update Strategic Requirements #1. Energy and emissions tracking and reporting to better inform planning, investments and decisions Third Party Audit • Tracking and reporting protocols will require: • Monthly energy & fuel use usage data in a standardized format. • Sub-metering and records from all sites and operations. • Audit support from energy suppliers to ensure verification.

  9. Corporate Climate Change Action Plan Update Strategic Requirements #2. Transparency and credibility of mitigation measures Verified Emission Reductions Verified Annual Carbon Disclosure Carbon Liabilities Emission Reductions Generated Annual Emissions Generated Interim Emissions Reduction Target Filter Carbon Capital Asset Emission Reductions Procured Annual Emissions Generated Updated accounting and verified carbon disclosure will require documentation of all acquired emission reductions including verification of all emission reductions; registration of reductions on public registries; and transparency on the transfer of ownership to the City of Calgary for acquired reductions. Emission Reductions Procured + Generated

  10. Corporate Climate Change Action Plan Update Weather Related Risk Assessment and Adaptation Weather, as a result of a changing climate, is also changing, with higher frequency of extreme weather events across the country. • Risk assessment frame-work will be developed and incorporated into EnviroSystem (ISO 14001). • Based on risks identified, BUs can develop relevant adaptation targets and initiatives.

  11. Community GHG Action Plan Calgary Community GHG Action Plan “Develop a multi-stakeholder plan and implementation strategy to reduce community-wide GHG emissions in support of imagineCALGARY’s long-term community goals.” Council Priority 2008-2011

  12. Regional Transportation Plan

  13. 2008 Community GHG Emissions

  14. CRAZ’s Technical Committee Has Studied this Carefully

  15. Best Ways to Reduce Community Emissions • Provincial electricity grid Includes large-scale wind generation, natural gas cogeneration, coal with CCS, and nuclear power. 2. Energy efficiency & conservation Includes energy used in buildings, vehicles, and electrical/industrial equipment. 3. Distributed generation Includes passive solar heating, active solar and air heating, photovoltaics, district energy and combined heat and power (CHP). • Transportation mode shifting and compact development Including land use and transportation planning and pricing.

  16. The Citizens’ Dilemma

  17. NIMBY Still Alive & Well!

  18. Project Timeline Emission Reduction Strategies Report Input on the plan from ENMAX Community GHG Plan

  19. Key Messages • Accurate information is essential to the success of the City of Calgary’s Corporate & Community Climate Change Action Plans. • The City and its energy suppliers will collaborate to ensure effective information collection and reporting. • Community efforts will require strategic planning and coordination between The City, energy providers, home builders and citizens. • Electrical energy must be generated and distributed in ays that reduce carbon intensity. • Support is required to allow consumers to easily reduce their carbon footprints in cost-effective ways.
