  2. Welcome USAID TEAM LIFT Partners: Care, Save the Children, MEASURE Evaluation LIFT Core Team, FHI 360 M&E Experts, and FIELD Support

  3. Objectives Present and solicit feedback on LIFT’s approach to generating an evidence base for linkages to ES/L/FS interventions Prioritize LIFT countries based on Mission support, funding, and opportunities to link to existing NACS programs

  4. Lift model for linking nacs with es/L/FS services Segmenting Poverty Level Facilitating Linkages Upgrading Services

  5. DEFINING LIFT’s Vision Define LIFT’s long-term vision and goals Discuss how LIFT is well-positioned to link to NACS

  6. FRAMING LIFT ACTIVITIES Discuss LIFT’s operating context Define MEASURE’s role Discuss key action research questions Review LIFT tools, processes, and measures of success

  7. Outcome Mapping for Lift Control Influence Interest

  8. Outcome Mapping for Lift • LIFT • TA/Upgrading • Training • Analysis • Operationalizing • Developing an approach • ImplementingPartners • Implementation • Data Collection • Beneficiaries • Resilient Households • Cross-sector Integration

  9. Planning, Monitoring, and Evaluation 6 Is the program sustainable and scalable? 5 Are interventions making a difference? 4 Are we implementing the program as planned? 3 What are we doing? 2 What interventions can work? 1 What is the problem and why does it exist?

  10. LIFT PRIORITYCountries

  11. MeaSure update Building evidence around NACS

  12. 1 • Lift model for linking nacs with es/L/FS services Action Research Diagnose and counsel NACS clients • 2 Understand the network of ES/L/FS services • 3 • Refer NACS clients to appropriate ES/L/FS services • 4 Build ES/L/FS service provider capacity • 5 Refer ES/L/FS clients to NACS sites

  13. Purpose: Identify the most appropriate and feasible ES/L/FS interventions for clients. Encourage vulnerable populations toward social welfare programs and less vulnerable towards more market based solutions. Audience:Used by facilitator and deployed in different settings. 1. Diagnostic Tool • segment & match Clients with ES/L/FS Services

  14. Purpose: Identify ES/L/FS service providers and intermediaries Catchment areas Eligibility criteria Capacity to absorb clients Opportunities for future TA Competing/lack of service providers Extent of information sharing Build relationships Baseline frequency of referrals 2. Organizational Network Analysis MAP & understand ES/l/fs Service providers

  15. Purpose: Explore the basic function of LIFT Diagnose NACS clients Refer them to appropriate ES/L/FS services Track clients to see if they act on referral TaggingStudies QualitativeComponent Why did referrals work? If they didn’t, what are the obstacles? 3. Referrals Link NACS Clients to ES/l/FS Services

  16. Purpose: Improve the quality and diversity of ES/L/FS services Ensure sustainability of services Audience: Key stakeholders and partners (Mission, Government, and implementing partners) 4. Upgrading ES/L/FS Services Technical Support to strengthen Service quality

  17. Measuring Lift’s Work Activity Objectives What we intend to learn Documenting our Learning Diagnostic Tool • Segment & match clients with ES/L/FS services • Ensure the relevant technical components are captured in the tool • Provide a streamlined first step in the process for client intake Logs, case studies, templates and focus groups ONA • Map & understand ES/L/FS service providers • Adapt a proven methodology to capture diversity of local service providers and their relationships for LIFT linkages Referrals • Link NACS clients to ES/L/FS services • Customize referral best practices to LIFT needs • Understand how to assess local referral mechanism, opportunities, and partners • Technical support to strengthen service quality • Capture the diversity of ES/L/FS services locally available under LIFT framework • Identify process for working with service providers Upgrading Services

  18. Discussion What is the evidence base that we are building? Involves four phases: • Phase I: Pilot test tools in select countries as discrete components • Phase II: Roll out tools across countries. Assess systemic interventions, including tools and ES/L/FS approaches in 2 countries. • Phase III: Perform longitudinal tracking. • Phase IV: Examine the effectiveness of the diagnostic tool, referral systems, and ES/L/FS approaches.

  19. Landscape Analysis Present and solicit feedback on LIFT’s approach to generating an evidence base for linkages to ES/L/FS interventions Prioritize LIFT countries based on Mission support, funding, and opportunities to link to existing NACS programs
