2. NIMS On February 28 2003, President Bush issued Homeland Security Presidential Directive 5. HSPD 5 directed the Secretary of Homeland Security to develop and Administer a National Incident Management System (NIMS). On December 7, 2004 Governor Fletcher signed an Executive Order making NIMS the State standard for incident management.

3. NIMS A NIMS Public Relations Working Group was formed to develop a implementation plan for Kentucky Agencies include: KCTCS DPH (SFRT) ADDs DOCJT NIMS Support KYEM Center

4. NIMS Working Group Goals & Objectives: Goal: Outreach to as many state, local and private agencies as possible: All Emergency Responders Elective Officials All other Agencies who play a role involving emergency incidents

5. Objectives: Convince our elected and appointed officials to adopt NIMS Convince State, local and private agencies to adopt NIMS Promote safety through incident management & Training (NIMS Working Group would like to see over 25,000 individuals trained in ICS by June 1, 2007) Incorporate NIMS into all state and local exercises

6. Objectives: Better management of resources locally and statewide Promote Public Health involvement into all elements of emergency preparedness Update mutual aid plans Implement credentialing processes Protect Kentucky’s Federal Funding

7. Accomplishments: Conducted over 30 NIMS PR meetings statewide State and local governments have adopted NIMS State and local agencies have adopted NIMS Over 30,000 individuals have completed the IS700

8. DOCJT is training over 8500 certified law enforcement officers and 3000 tele-communicators in incident command SFRT has developed a KY specific ICS 100 / 200 eight hour course with deliveries scheduled for all 120 counties (240 total deliveries) ICS training is being made available to over 800 fire departments and EMS services across KY. NIMS has been incorporated into the KYHSEEP

Public Health Preparedness has set a goal to train all employees in ICS KY’s hospitals are being informed of NIMS and ICS through the efforts of DPH, KOHS, HRSA and the NIMS Integration Center Other Agencies have begun the process of training employees in NIMS & ICS Public Works, Schools, Utilities, Volunteer organizations

Over 2250 state and local agencies have completed the National Incident Management Capability Assessment Support Tool (NIMCAST) All 120 KY Counties submitted a report by the August 1, 2005 deadline The 1st meeting of the Intra-state mutual aid committee for fire was held in Lexington on May 22nd

11. The 1st meeting of the review committee for the “National Fire Service Responder Credentialing System” was held in Versailles on April 25th The KY Office of Homeland Security has continued focusing its efforts on inter-operability communications statewide for all 1st responders KOHS has a seat on two National NIMS working groups

12. Future Activities: The NIMS Integration Center, in collaboration with the DHS Office of Grants and Training (G&T), has launched an initiative that will result in a system for measuring NIMS compliance beginning in FY 2007 Statewide ICS 300 & 400 level trainings Complete upgrades to the NIMS Document Possible revisions to the IS 700 & 800 courses
