DHS: Chemical Regulations Specifically anyone who possesses (November 20, 2007 or later) listed materials above specified quantities will be required to register with the Department of Homeland Security and complete the Top-Screen assessment before January 21, 2008. If a farmer does not currently have these materials but takes delivery at a later date then they have 60 days from the day of delivery to become registered. Also if someone is registered and then increase the quantity of material they possess (above the amount you told DHS in the original Top-Screen) then they have 60 days to update this information.
DHS: Chemical Regulations • Ammonium Nitrate Fertilizer – 2000 lbs in a shipping package (bags, truck, fertilizer buggies – basically anything except bulk storage) • Anhydrous Ammonia – 10,000 lbs total (add all quantities in nurse tanks and bulk tanks to get possess quantity) • Potassium Nitrate – 400 lbs in a shipping package • Sodium Nitrate – 400 lbs in a shipping package • Some common fumigants (check list for specifics) • Propane – 60,000 lbs (not counting tanks 10,000 pounds or less) Anyone who meets any one of the above criteria (or any of the other listed chemicals) should log onto the DHS web page at http://www.dhs.gov/xprevprot/programs/gc_1169501486197.shtm and complete the Chemical Security Assessment Tool. Once this is completed DHS will determine if your facility is considered high risk and tell you what additional steps need to be taken.
