  3. Before the fall • Mainstreaming: strategy and monitoring requirements (for all) • Clearing: small pockets • Strengthening: centres of excellence (for some) • Stabilising: structured partnerships (for the many) • Awarding powers (for the few) • Targeting: under-served areas

  4. After 2011 • Demographic decline • Fee deregulation (perhaps) • Increased competition • Selective intervention • Rediscovery of adults • Survival of sectors (probably)

  5. What of the English experiment? • Changing the pattern of demand, with supply-side and demand-side incentives • Increasing differentiation, without formal stratification • Controlling the range, alongside diversity of mission
