After 2011 • Demographic decline • Fee deregulation (perhaps) • Increased competition • Selective intervention • Rediscovery of adults • Survival of sectors (probably)
What of the English experiment? • Changing the pattern of demand, with supply-side and demand-side incentives • Increasing differentiation, without formal stratification • Controlling the range, alongside diversity of mission
