Recommendations • The government must commit itself to allocate more funds to investment expenditure in the health and education sectors; • The government must ensure timely release of funds to ensure effective use of resources and service delivery; • There should be proper coordination in the release and sharing of information on the use of resources within government departments; • The budgeting units at the district and regional levels must be strengthened to enable them prepare good budgets; • The monitoring units within the government set up must be strengthened • Civil society organisations should be encouraged to track resources for development; • Community members or beneficiaries should be involved in the project design, implementation, and monitoring; • Government must put in place measures that ensure transparency in the use of public resources.
