1. Put in place organization & coordination to clarify everyone’s roles & responsibilities
Creation of Municipal Disaster Coordinating Council now become LDDRMC and re-activate CiERT.

Conducted Hazard, Vulnerability and Capacity Assessment for eleven coastal barangay
4. Invest in and maintain critical infrastructure that reduces risk, such as flood drainage, adjusted where needed to cope with climate change.
Established a pilot sitio at Kangganay, San Isidro an alternative energy, the SOLAR POWER.
Strict Implementation of safety requirements in building permits
5. Assess the safety of all schools & health facilities & upgrade these as necessary
Climate and Disaster Risk Reduction Orientation conducted to students and teachers
Schools have already hazard and vulnerbilities map conducted in partnership with Plan International
DRM with climate change curriculum is introduced to both Elementary and Secondary Schools
Schools are conducted yearly by Plan International and Fire Department in cooperation with the LGU of San Francisco
Rural Health Unit staff with the municipal doctor trained on DRR and Basics of Health Emergency Response
Designate health ambassador to train community people especially at the purok level to mitigate epidemic and other health related issues
Barangay or Village Health Workers were trained on Basic Life Support and First Aid
6. Enforce risk-compliant building regulations & land use planning principles, identify safe land for low –income citizens
LGU employee as the School Drill Instructor on Earthquake/Fire Drill
Implementation of the San Francisco Master Development Plan (in land use plan)
Land use regulations and building codes, health and safety codes were added as requirement for the issuance of building permit
7. Ensure education programmes & training on disaster risk reduction are in place in schools and local communities
Global Warming/Climate Change Adaptation orientation to the elementary & Highschool in parnertship with Plan International (thru DPCRM)
