EPEATの概要：EPEATとは？ ・The Electronic Product Environtnental Assessment Toolの略。　 ・電子製品の環境に与える影響の総合評価システム。電子製品環境 　アセスメントツールともいう。 ・IEEE（米国電気電子技術者協会）が米環境保護庁の協力のもと　 2006年3月に策定した、パーソナルコンピューター製品の環境評価基 　準がベース。 ・企業や政府機関、その他の団体がコンピューターを購入する際に、環 　境に配慮した製品を選ぶための指標となるもの。 ・IEEE1680に適合した製品は、EPEATとして登録される。 （参考）EPEAT　ランク付け 3

EPEATの概要：EPEATとは？ • IEEE1680の適用基準（IEEE：米国電気電子技術者協会） • ・必須条件基準23項目と、オプション基準の8分野28項目がある。 • ・認定申請を行った製品は「ゴールド」「シルバー」「ブロンズ」の3種類に分けて登録される。 • ・必要基準をすべて満たしている製品はブロンズ、必要基準を満たしたうえで、オプション基準を50％以上満たす製品はシルバー、同75％以上満たす製品はゴールドとして登録される。 • 合計51の評価基準は、以下8つの大項目に分類される。 • 環境に影響を与えうる材料の使用削減・除去：BFR,CFR,PVC関連 • 2．材料の選定 • 3．使用済みになった時のための設計 • 4．製品の耐用年数 • 5．省エネ • 6．使用済み製品の管理 • 7．会社のパフォーマンス • 8．梱包 I 4

  5. EPEATの概要：EPEATの登録と運用 ・EPEAT登録の運用はNGO米グリーン・エレクトロニクス・カウンシル（GEC) が行っている。 ・Green Electronics Council（GEC）は2009年8月10日、米国政府 機関での準拠が義務付けられている本EPEAT評価システムを 米国以外の国で販売されているコンピュータ製品でも利用でき るようにすると発表した。 ・EPEATにより認証された製品は、データベースに登録される。 5

  8. EPEATがもたらすビジネスインパクト EPEATの概要：EPEATのインパクト ・EPEATのサイトで、連邦政府機関、教育機関、州政府、地方自治 　体だけではなく、民間企業の要求取得ランクが公開されており、　 　今後、大手商談への影響も非常に大きくなると予測される。 ・米国以外でも、EPEATに登録されている製品購入の義務化が始 　まっている。 　今後、世界各国の政府系、民間企業の大手商談へも影響するこ 　とが予測される。 8

  9. ビジネスインパクト；現行のEPEAT登録製品数の推移ビジネスインパクト；現行のEPEAT登録製品数の推移 EPEATの概要：EPEATのインパクト 商品の環境性能の格差がはっきりと出始めている（Goldの取得可否) ＰＣ、モニタ（IEEE1680.1)の製品登録の推移 ・画像機器においても、プログラム開始２～３年後には各社のＧｏｌｄ取得機種数が拡大すると予測され、商品の差別化が進むと考えられる。 （2011年２月時点でのEPEAT対象全製品群の登録数合計：Desktops, Displays, Integrated Desktop computers, Notebooks, Thin clients, Workstation Desktops, Workstation Notebooks) ・登録数は３年半で約３倍強にまで拡大 ・年々Goldの登録比率が高まっている。 9

  10. EPEAT (Electronic Product Environmental Assessment Tool) とは、行政機関や民間企業などの法人購入者が、環境配慮した電子機器を比較したり、選んだりすることを支援するための、米国で開発されたオンラインツールである。 EPEAT に登録できる製品は、所定の環境パフォーマンス基準(IEEE1680s)に合致していなければならない。製造事業者は自主的に参加して、彼らの製品をEPEATに登録する。 上記パフォーマンス基準やプログラムはEPA（環境保護庁) からの助成を受けて開発され、NGOのグリーン・エレクトロニクス協議会（GEC）によって運営されている。 2007 年1 月の大統領指令134423「連邦の環境、エネルギー、輸送管理の強化7」では、連邦政府機関に対し、電子製品を購入する場合、全購入量の95％がEPEAT 登録製品であることを求めており、米国の代表的なグリーン購入法に位置づけられる。 すでに運用中のパソコン・モニタに続き、2012年初頭以降、画像機器とテレビでの基準制定(IEEE1680.2/3)とEPEAT運用（政府の優先調達の開始）が予定されている。 EPEATの概要：EPEATとは？まとめ 10

EPEATの概要：EPEATの基準 4.1.7Organohalogens 4.1.7.1Required—Reducing BFR/CFR/PVC content of external plastic casings Product Criterion: External plastic casings greater than 25 grams shall contain no more than 0.1 % wt. (1000ppm) bromine and 0.1 % wt. (1000ppm) chlorine attributable to brominated flame retardants (BFRs), chlorinated flame retardants (CFRs), and polyvinyl chloride (PVC) with the following exceptions: Parts containing 25% or more post-consumer recycled content are permitted up to 0.3 % wt. (3000 ppm) bromine and 0.3 % wt. (3000 ppm) chlorine. Uses of brominated or chlorinated substances that are not classified as BFRs, CFRs, or PVC are allowed, but shall be disclosed if the bromine or chlorine content exceeds the applicable threshold. Appleの最近の動き ＜2012年6月末ニュースリリース＞ Apple、米環境基準EPEATの認定をMacBook Proなど39製品で取り下げ Appleが、MacBook Proなどで取得していたリサイクルのしやすさなどを評価する米国の環境基準EPEATの認定を返上した。 ＜2012年7月13日ニュースリリース＞ Apple、EPEATに復帰　「取り下げは過ちだった」とマンスフィールド氏 Appleが、6月末に取り下げた米環境基準EPEATの認定を40製品で受け直した。「MacBook Pro Retinaディスプレイモデル」もゴールド認定になっている。米Appleは7月13日（現地時間）、環境基準EPEAT（Electronic Product Environmental Assessment Tool）の認定を取り下げたことは過ちだったとして再認定を受けたと発表した。 「多くの顧客から、AppleがEPEATの認定を取り下げたことに失望したという声が寄せられた。私はこの判断は過ちだったと認める。今日、Appleの該当製品はEPEATに復帰した」と同氏は書いている。 17
