FUNDING OPTIONS • Options include three levels of government and private sources: • Government • Federal • State • Local • Public/Private partnership and joint ventures • Private resources: • Capital campaign • Grants In last 25 years, 80% of all funding for public library construction has come from local public and private funding.
FEDERAL • Federal funding is on the decline and is not a likely source. • LSCA changed to LSTA • CDBG funds (San Diego Malcolm X; Fresno County branches; Kern County branches) • NEH Challenge grants
STATE • Prop 14- $350 million in state bonds for public library construction • Grants will be competitive • California Infrastructure and Economic Development Bank • Revolving loan program
LOCAL • General Funds appropriations (excise tax used in Vacaville) • Developer Fees (South Chula Vista; Temecula), developer agreements (San Diego City branch; Oceanside Public) • Mello-Roos (Yolo County Davis branch; Orange County branches and Oakland Public Rockridge branch) • Redevelopment Agencies
LOCAL • General Obligation bonds, require local ballot measure and 67% approval (Santa Clara County; Oakland; Palos Verdes; etc.) • Tax Increment Financing (Sacramento Public Library) • Special financing districts (San Diego City uses facility benefit assessment districts for new growth) • Lease-purchase agreements (Kern County; Los Angeles County; Orange County) • Certificates of Participation (Oxnard)
