Overview of IWVTA Contents • As one of Japan’s main WP29 related activities, Japan proposed to establish the common bases regarding basic elements necessary for establishing the International Whole Vehicle Type Approval system (IWVTA) • The basic idea is to establish, in the future, “a system concerning mutual recognition of IWVTA” under WP29 through revised 1958 agreement • IWVTA Informal Group is currently working on a roadmap for establishing the common bases of IWVTAand revising the 1958 Agreement with a timeframe of 1+ year (by Nov. 2011)
Concept of mutual recognition of IWVTA Basic Ideas • To establish, in the future, “a system concerning mutual recognition of IWVTA” under WP.29 through utilization of “the agreement on mutual recognition of approval for motor vehicle equipment and parts” • To establish a system concerning mutual recognition of IWVTA in the framework of the UN agreement, based on the existing agreement concerning mutual recognition of approval for motor vehicle equipment and parts. • The IWVTA system to cover procedures up to the issuance of certificates of conformity related to a wholevehicle; the registration of vehicles in each country based on those certificates of conformity to be carried out pursuant to its national legislation (ref. EU-WVTA). • The system to be implemented for passenger cars primarily. Composition • This system consists of the following two parts: • Part on IWVTA procedure • Part on mutual recognition of approvals among Contracting Parties

Preparation of a roadmap(3) - Possible revision of the 1958 Agreement - The inventory of the articles of the 1958 Agreement which should be revised High priority for consideration Article 1 * Quality requirements for accredited laboratories to be introduced Article 2 * Need to check the concept of “ applying regulations largely through type approval Article 4 * Resolving interpretation issues procedure (cf doc WP29/1059 date August 2007) Countries are encouraged to participate in the IWVTA-IG since the discussion there could include possible revision of 1958 Agreement
Summary Contents • Japan has committed to make the efforts to facilitate the discussion of IWVTA Informal Group(IWVTA-IG), becoming a vice-chairman, providing a technical secretary etc. • 4th IWVTA-IG will be back to back to 15th JASIC Government and Industry meeting to be held in January 2011 inTokyo. • Japan hopes that our mutual cooperation out of this forum will further enhance our friendly relationship.
