What worked well Better Energy Areas & Communities Pilots 2012 • Good market response • Site visits & pre-submission meetings were very valuable • Good participation by Energy Suppliers • Over 2,000 homes upgraded in short period (2 – 3 months) • Homeowner pre-intervention survey deployed successfully • Weekly call to monitor progress worked well • Payments workshop well received • Good quality of delivery
Challenges Better Energy Areas & Communities Pilots 2012 • Timeframes too tight (Calls issued July 2012) • Costs had to be adjusted following full surveys • Access to capital challenging, especially for community groups • Cash flow was an issue, no time for milestone payments • Some applicants required bridging finance • Energy credit tracking challenging • Difficult to process projects with internal costs • More consistency with other programmes required • M&V requirements need to be more clearly established
Improvements in 2013 Timelines • Pre-launch workshop (Feb 2013) • Energy Show Clinics (10th & 11th April 2013) • Early launch – Mid March 2013 Guidance • Improved Application Guidelines • Clarification on roles and responsibilities of Lead Applicant and Project Co-ordinator • Online Application Form
Improvements in 2013 Facilitating Partnerships • Encouraging more engagement with Energy Suppliers • Project Forum to be set up Finance/Costs • Representative sample to be surveyed pre-application • Timelines will allow for milestone payments • Payments Workshop to be held again • System being developed to track energy credits • Relationship developed with Clann Credo
