YOUTH PARTICIPATION IN INTERNATIONAL AGREEMENTS ICPD Program of Action 1994 • ’Programmes for adolescents have shown to be most effective when they secure the full involvement of adolescents in identifying their reproductive and sexual health needs and in designing programmes that respond to those needs.’ • ’Adolescents must be fully involved in the planning, implementation and evaluation of such information and services with proper regard for parental guidance and responsibilities.’

From global to national:Dutch Council on Youth and Population • In 1997 an adult NGO World Population Foundation gathered a group of youth • Youth between 16 and 28 • Started their own discussion and made a charter with values and principles on SRHR and youth participation • Own space: members of the group decide, plan and implement all activities themselves • Secretariat at WPF

CHOICE since 2003 • Independent with thematic financial support from Ministry of Development • Young volunteers (under 28), board members, one full time young coordinator and young intern • Consensus decision making and rotating chairperson in monthly meetings • Active in the Netherlands and internationally

  7. Training and empowerment of youth: Pakistan (Jan 2005 and 2006)

Advocacy • National level: close contact with Ministry of Foreign Affairs • European level: meeting with Permanent representatives on development (October 2005) • UN level: active on Beijing and Beijing +5, ICPD and +5, CRC +10, MDG process (breakfast meeting during World Summit), UNGASS on HIV/AIDS and its 5 year review

Youth involvement at international level 1999: Youth, including CHOICE members, present at the ICPD + 5 conference build a coalition named: Youth Coalition for ICPD + 5 (loose network working with a listserve) 2000: Beijing + 5, Youth from Youth Coalition continued to work together and identified the need to have a strong voice at international level and make it more structured: training etc. 2001: Planning committee: set up first international youth coalition working in the field of SRHR

Youth Coalition • Youth advocates from all around the world • Secretariat based in Toronto • International advocacy, training, empowerment • Promote regional SRHR youth networks: • NAPY Network of Asian Pacific Youth • Lentswa la Rona African Youth Network • REDLAC, Latin American and Caribbean Youth Network on SRHR • YOUACT

Initiated by CHOICE, planning committee 2003 • Launch in 2004 • Need of progressive European voice • 31 members from 19 different countries from the Council of Europe • Stimulate youth participation, advocacy and awareness raising • Secretariat based at WPF • WPF and CHOICE is important partner (funding), but YouAct members develop own strategic plan and activities

  12. What do we do? • Advocacy international and national • Training, workshops and conferences • Exchange knowledge and support each other • Awareness raising activities • Publish articles

  18. Identified important elements for working together YAP demands time, investment, and often a change of vision Give youth space to discuss their own issues and participation. They often still need time to define their own role as a youth, youth group in the partnership Capacitybuilding and training Clear on each others contribution, added value, roles and responsibilities : it requires discussion between both Don’t be afraid to give responsiblities to youth – share power in making decisions YAP is a process and is not a fixed project!
