  2. Review • Last class we… • Identified characteristics found in a chapter conducting team and presiding officer. • Defined the purposes and characteristics of motions. • Demonstrated how to conduct motions. • Identified mistakes made in a meeting using a case study.

  3. Today we will… • Define the purposes and characteristics of motions. • Demonstrate how to conduct each type of motion using the Parliamentary handbook. • Conduct a mock meeting given a chapter conducting problem using correct parliamentary procedure.

  4. Appeal from the Decision of the Chair • Purpose- to obtain a decision from the chapter to a question on which the President has made a decision. • Second required • Debatable except in cases where it relates to indecorum (improper conduct), priority of business, or deviation from the rules of speaking • Unamendable • Majority vote or tie sustains the chair

  5. Suspend Standing Rules • Purpose- to permit the chapter to do something that cannot be done without violating its standing rules. • General consent is frequently used in this situation, if vote taken requires a majority vote. • Second required • Undebatable and Unamendable

  6. Division of Assembly • Purpose- to determine the accuracy of a vote, especially when taken by voice or by show of hands • Must be done before another motion has been stated and may be requested even if another member has the floor. • Second not required • Undebatable and Unamendable • Vote not required

  7. Nominations and Elections • Purpose- to present to the chapter the name of a candidate for a certain office or position. • Nominations may be made by a committee or from the floor by a member. • Second not required to nominate • Majority vote required to elect

  8. Nominations and Elections (cont’d) • Closing Nominations • Close by two-thirds vote or general consent • Requires a second • Undebatable • Can be amended as to time only • Reopening Nominations • Majority vote • Requires a second • Undebatable • Can be amended as to time only

  9. Parliamentary Inquiry • Purpose- to permit a member to gain parliamentary information. • Second is not required • Undebatable and Unamendable • No vote • Recognition not necessary • May interrupt a speaker

  10. Leave to Withdraw a Motion • Purpose- to permit the withdrawal of a motion from consideration by the chapter • The proposer of a motion may withdraw without consent before it is stated by the chair • Once stated by the chair the motion belongs to the chapter

  11. Leave to Withdraw a Motion (cont’d) • Second is not required • Undebatable and Unamendable • Majority vote • Cannot be withdrawn after voting has commenced

  12. Call for Orders of the Day • Purpose- to demand that the chapter conform to its order of business or program • Second not required • Undebatable and Unamendable • Two-thirds negative vote required not to return to the regular orders

  13. Take from the Table • Purpose- to again bring a question before the chapter for further consideration • A motion cannot be taken from the table until some business has been transacted since it was tabled. • Second required • Undebatable and unamendable • Majority vote

  14. Reconsider • Purpose- to permit the reconsidering of a vote previously taken on a motion and to again reconsider the question. • Must be made by a member who voted on the prevailing side • Second required • Debatable if the question being reconsidered is debatable • Unamendable • Majority vote

  15. Rescind • Purpose- to cancel action taken by a chapter • Second required • Debatable and amendable • Majority vote when previous notice of the proposed action was given, otherwise two-thirds vote required • Cannot be applied to an action that cannot be reversed

  16. Committees • “Standing” or “Special” • Meetings called by the chairman or any two committee members • Rules of business different • Not necessary to rise and address the chair • Chairman does not put the question or leave the chair to speak or make nominations • Seconds not necessary

  17. Committee Reports • Chapter may adopt or reject their recommendation • Not necessary to adopt a report that contains information only • A copy should be filed with the secretary

  18. Treasurer's Report • Not acted upon by the chapter • Will later be checked by the audit committee • Copy given to the audit committee and the secretary

  19. Minutes • After reading and approval should be signed by the President • Can be corrected at any time
