THE SKILLS AMBITIONS • Existing UK targets are challenging but if met and sustained the UK will improve in the world league tables. • But the UK would not be world class. • Definition of world class – upper quartile of the OECD average at below L2, Level 2, Level 3 and L4+. • Numerical benchmark across countries with different systems. • Be in the top 8 out of 30 OECD countries.

THE SKILLS AMBITIONS 2020 Skills Ambitions the Centrepiece of FLR • Adults below L2 cut by 50% • Adult L2 is only up by 10% • Adult L3 is only up by 18% • Adult L4+ is the same Adult Level 3 relative to Adult Level 4 is the winner but only because expansion of Adult Level 4+ is not recommended.
