This self-directed presentation will provide you, the newly hired child welfare caseworker, information on what you need to know about OCWTP, NEORTC and in particular, Caseworker Core Training, including: This presentation should take less than 15 minutes to go through, please read each slide thoroughly and carefully! 1 What is the OCWTP? • Founded in 1986, the Ohio Child Welfare Training Program is a comprehensive, competency-based inservice training (CCBIT) system for staff, managers, and resource families in Ohio’s 88 county Public Children Services Agencies (PCSAs). Designed as a state/county, public/private collaboration, the OCWTP develops and provides an array of training activities to promote mastery of the complex knowledge and skills needed to assure protection and permanence for Ohio’s abused and neglected children. Training is provided by highly skilled and certified trainers through a regionally organized delivery system. The OCWTP is a collaboration of: • The Ohio Department of Job and Family Services (ODJFS), • Public Children Services Association of Ohio (PCSAO), • Eight Regional Training Centers (RTCs), and • The Institute for Human Services (IHS), the OCWTP's current State Training Coordinator. 1 What is the OCWTP? Eight Regional Training Centers (RTCs), operated by county public children services agencies, identify and address the training needs of staff and foster parents and assist in developing, piloting, and evaluating training activities. • The Northeast Ohio Regional Training Center serves the following counties: • Ashland Mahoning • Ashtabula Medina • Columbiana Portage • Geauga Stark • Holmes Summit • Lake Trumbull • Lorain Wayne Bonus: You will attend training with colleagues from all over Northeast Ohio, a great way to make lasting connections! 1 Other TIDBITS about the OCWTP: • …is an approved Continuing Education Provider through the Ohio Counselor, Social Worker and Marriage and Family Therapist Board (CSWMFT). • The majority of OCWTP trainings (including Caseworker Core) are approved for Continuing Education. • Per CSWMFT requirements, the OCWTP has a 15-minute rule, meaning that trainees cannot miss more than 15 minutes of a training, which applies per workshop not per training day (for multi-day workshops). • ….uses an internet based Learning Management System referred to as E-Track. • You will receive E-Track training from your county training liaison or supervisor. Your liaison or supervisor will normally enroll you in your Core trainings on your behalf. • E-Track sends out enrollment notices and reminders, links to complete surveys, and stores training certificates. Look for the computer monitor at the Front Desk which will show you what training is being offered that day and what room it will take place. NEORTC 2019

Roetzel/154 Training Room NOTE: When attending a multi-day training you only need to put your time in for Day 2 and so forth, you DO NOT need to sign in again! NEORTC 2019

What is Caseworker Core? • 3 Per OAC 5101:2-33-55, newly hired caseworkers at a Public Children Services Agency (PCSA) are required to attend 102 hours of initial training, referred to as Caseworker Core training. • The 102 hours is divided up into 8 Classroom Modules with 5 optional, but strongly recommended Learning Labs. • It is also suggested to attend the 8 Modules in order if possible. • Your supervisor will determine when you will begin attending Caseworker Core as this varies from agency to agency. • NEORTC offers a series of Core modules every quarter (4 times a year). M Module I: Family-Centered Approach to Child Protective Services • 3 This workshop defines and describes the child protective services process within the context of a family-centered model; explores social work and child welfare values; introduces definitions and statutes that provide the legal basis for child welfare practice; introduces issues of cultural competence; and defines the role and responsibility of the child welfare agency and caseworker to provide family-centered, culturally competent child welfare practice in collaboration with community agencies. Module II: Engaging Families in Family-Centered Child Protective Services • 3 • This workshop presents the key concepts of engagement and rapport-building between the child welfare caseworker and the family being served. Participants explore the child protective services casework engagement approach, explore the dynamics of resistance, and are introduced to interviewing strategies to promote engagement in child protective services. • There is a separate full-day learning lab following the training that is designed to practice and demonstrate strategies learned in the workshop that caseworkers can use to facilitate the engagement process. Module III: Legal Aspects of Family Centered Child Protective Services • This workshop addresses the legal base for child welfare practice. The training covers Federal legislation, Ohio's legal definitions of abuse, neglect, and dependency, and the Ohio Neglect/Abuse Reporting Statute, and also gives an overview of the juvenile court process. Also addressed are the permanent commitment process, what constitutes good testimony, and the caseworker's role and responsibilities in the courtroom (complete with mock-trial). • Includes a pre-training reading, whereby experienced Ohio colleagues discuss the laws and rules that impact their daily practice. At the end of the newsletter is an assignment for participants to complete and bring to the first day of the workshop. Module IV Assessment and Safety Planning in Family-Centered Child Protective Services • 3 • This workshop establishes the child protective services process of assessment as the fundamental and critical prerequisite for all case decision-making. Seven steps of critical thinking are applied to assessing safety, risk, as well as strengths and needs. New caseworkers will develop a fundamental understanding about how safety plans must be driven by the assessment of safety. • There are two 1-day corresponding skill-building SACWIS learning labs for this workshop. Module V: Gathering Facts in Family-Centered Child Protective Services • 3 • This workshop explores fact finding principles common to all child welfare cases, as well as unique fact finding principles for cases of sexual abuse, physical abuse, and neglect. Participants learn the factors to consider in planning and conducting comprehensive fact finding, including the application of CAPTA to respect parents' Fourth and Fourteenth Amendment rights. • There is an additional one-day learning lab that provides opportunity for skill building to enhance the concepts presented in the workshop. The day includes a simulation of fact finding during the initial 45 days following a child welfare report. NEORTC 2019
Module VI-Service Planning and Delivery in Family-Centered Child Protective Services • 3 • This workshop establishes the child protective services process of service provision as a fundamental and critical responsibility throughout the life of a case. The workshop provides framework for assessment-driven service planning to reduce the risk of future harm through accurate identification of services by engaging families in the case planning process. • There is a 1-day SACWIS Learning Lab following this training NEORTC 2019
Module VII: Child Development: Implications for Family-Centered Child Protective Services This workshop examines the developmental consequences of child abuse and neglect - from birth through adolescence, establishes a framework for the early recognition of developmental problems, and stresses the importance of including developmental and remedial services in child welfare case plans. Module VIII: Separation, Placement, and Reunification in Family-Centered Child Protective Services • 3 This workshop addresses the knowledge and skill required for child welfare workers to provide services related to child placement. The workshop focuses on the traumatic effects of separation on children and their families, placement prevention, the proper way to place children to prevent trauma, involving children in the placement process, choosing the "right" placement, working with foster caregivers as part of the service team, strategies to promote timely reunification, and the importance of permanence for all children.
