Smallholder Competitiveness (MK02)2008 Output Targets • Smallholder dairy competitiveness: Best bet technologies and strategies documented and promoted in NE India (Assam) • Indigenous and other livestock in SS Africa: Strategies to enhance the competitiveness and sustainability of smallholder producers evaluated in the context of market incentives (with Biotech). • Smallholder pig production: best practices for increased smallholder competitiveness and participation in markets identified and documented in SE Asia (Cambodia and SW China)
Changing Demand and Market Institution(MK03)2007 Output targets • An improved framework for applying quantitative risk analysis of food safety in informal milk market chains (with PL02). • Manual published. (Grace, Omore, Randolph) • Identification of demand structure for product attributes with a focus on quality and safety in milk and meat in Cambodia, Vietnam and Bangladesh • Three discussion papers published. (Lapar, Jabbar) • Analysis of markets for indigenous small ruminant breeds and options for improving the competitiveness and market participation farmers in Kenya (with BT theme) • MSc these completed. Changing Demand and Market Institutions (MK03)2008 Output Targets • Through quantitative risk analysis, levels and determinants of food safety in milk and meat markets in selected Sub Saharan African and Asian cases documented. • Policy and institutional options identified for increased market access through improved food/quality in milk markets in selected countries in East Africa and South Asia • Lessons learned from alternative organisational structures for smallholder access in meat markets in SE Asia documented.
Animal Health and Trade (MK04)2007 Output targets • NENA: Priority animal health constraints and strategies to improve smallholder market access identified • Final reports and journal articles submitted (Jabbar, Negassa) • Central America: Strategies and options identified and promoted for mitigating animal health and food safety in beef value chains • Final policy workshop and reports (Perez, Holmann, Duarte) • Avian Flu: Strategies for short-term responses to HPAI in smallholder systems identified and documented. • Expert consultation report (Omore, Mariner, Rich, Duarte, Grace, Randolph, Schelling, Jost) • Somalia: Supply chain constraints identified for live animal exports, including regional implications and lessons. • ILRI discussion paper (Jabbar, Omore, Negassa)
Animal Health and Trade (MK04)2008 Output Targets • Documentation of tested and improved strategies for provision of animal health services to poor farmers in selected countries of Near East--North Africa • Costs and poverty reduction implications of meat exports from Ethiopia identified and documented and the wider regional lessons and applicability documented and promoted • Assessment of epidemiological and economic impact of Avian Flu on smallholder systems and livelihoods identified and documented in Asia and Africa • Improved national capacity, surveillance, and methodologies developed for FMD control strategies in Indian smallholder dairy and buffalo systems, with lessons documented and promoted in South Asia • Refined methodology for assessing national competitiveness in international livestock markets in the context of SPS standards, export parity prices, and tariff and non-tariff barriers documented
Planned Outcomes for 2007 Smallholder competitiveness • Decision makers sensitized on role of institutional arrangements for enhancing smallholders access to market in Vietnam though a policy dialogue co-convened with Ministry of Agriculture and Rural Development (FAO PPLPI) • Capacity building on cattle production technologies for farmers and extension agents, CFC Central America countries • Dairy project research outputs taken up and dairy development investment of >$6M planned by Gov of Assam to increase competitiveness of smallholders dairy producers in Assam • Participation in the task force on dairy breeding policy in Kenya, and influence on new Breeding Policy
Planned Outcomes for 2007 (con’t) Changing Demand and Market Institutions • Improved risk assessment framework applied by national research/policy institutions for analysis of food safety in meat and milk value chain in Kenya, Ethiopia and Tanzania under ASARECA funded project. • Lessons from the analysis of the process of dairy policy changes in Kenya being applied by ECAPAPA/ASARECA to assess the process of similar policy changes in the rest of East African countries. • Five graduate students having finished MSc degrees in animal Health (1) and Marketing (4) (one in Tunisia, I in Syria, 2 in Sudan and 1 in Kenya)return to their parent organizations with enhanced capacity to pursue research/development in their area of training.
Planned Outcomes for 2007 (Con’t) Animal Health and Trade (MK04) • Recognition and adoption of results and implications of FMD impact assessment study in Southern Africa by SADC in development of regional strategy, now translated into EU-funded projects • DFID-supported animal health priorities for poverty reduction was a major stimulus for the launch by the Wellcome Trust of their £28 million ‘Animal Health in the Developing World’ and ‘Livestock for Life’ initiatives, as reported in the DFID animal health programme report (2005)
Resource Mobilisation Targets 2007 • Follow up to current SPPS-LMM/Texas funded project in Ethiopia on livestock trade. US$130k. • BMZ proposal with PLE on Food safety and market access in sub Saharan Africa‘. Euro 1.2 million. • Terra Nuova and Kenya Meat Commission on testing alternative methods for traceability of slaughter cattle along supply chains in Kenya. $150k • Changing nature of value chains for livestock commodities in Selected Asian countries with a focus on quality and safety of products (Target donor to be identified). $1M • Fodder markets in NE India, with other Themes - OPEC $150k • Dairy systems in SSA (with HPI, and other Themes)- Gates Foundation ($500k per year?) • Smallholder dairy competitiveness Central America, with regional partner– CFC – ($500-$700k)
Resource Mobilisation Targets 2007 • Center for Participatory Epidemiology and Public Health Approximately US$2.6 million per year upon implementation (start-up funding for 2007: US$200,000). USAID, USDA, GTZ, etc. • Evaluation of poverty implications of FMD control in Southern Africa. US$1.5 million (4 years), Potential donors: Wellcome Trust, DFID, NAMC (South Africa) • Tools to assess the epidemiological and economic impact of Rift Valley Fever in East Africa (with PLE) US$140K, USAID (OFDA)
Concerns/issues • Transitions: several new people who are new to ILRI, Theme objectives, our priorities, manner of partnerships and procedures. We are spending some time in a Theme Retreat after APM to address this. • Geography: The geographic spread of the Market Theme continues – may consider new markets economist in Asia. Will be planning schedule of visits, meetings as well as communication norms. • Input and services markets: We have been challenged that we are not addressing input and services markets that are crucial to smallholder livestock development. We are discussing this during APM.
Concerns/issues (con’td) • Food safety: The EPMR recommended that the OP on Human Health in PLE should be integrated with the similar work on-going in the Markets theme. We have agreed to do this, and the details are being finalized. • Central America: development of the new CFC Dairy Project for CA will be supported by ILRI, but another regional partner will be sought to lead it.
