Observations • Automated parts of process are very efficient • End-to-end time of Assessor’s Office and MENRO Department are reasonable. There may be ways to shorten the Engineering time. • Applicants are required to do a lot of running around to get required sign-offs. This can causes significant delays in completing the process. Can one-stop shop idea be implemented for new permits? • The process is very paper driven, with many different forms that are required to be seen by several departments. Is this necessary? Are applicants familiar with how to fill out forms and requirements for each clearance? • Digitization of information either through keyboarding or imaging would allow any department to pull up the required information. May not be cost-justified. • Would there be value in developing a simple system to track issuance of temporary clearances and monitor compliance?
Recommendations • Interview Sanitation and Fire Departments to verify flow shown here is correct (flows developed from knowledge within the Treasurer’s Department due to time constraints) • Institute a time and motion study to develop accurate timings for different types of businesses • Develop a committee of senior business heads to identify ways to eliminate steps in the process and speed up remaining steps • Interview selected recent new business permit applicants to gather applicant’s perspective and suggestions for improvements • Institute surveys to gather feedback from applicants from all sectors • Consolidate engineering and zoning fees into eBPLS system
