7. Programme: Farmer Support and Development • Programme Purpose: • Develop national policies for farmer settlement, food security and rural development, agricultural risk and disaster management, as well as registration of co-operatives • Programme Overview: • Policy dialogue and implementation of programmes with major stakeholders at both national and international levels • Achievements: • Legislation: • Draft Co-operatives Bill transferred to the Department of Trade and Industry to administer and table to Parliament

Programme: Farmer Support and Development • Client and Public Interaction: • Links established with major agricultural input and service providers wrt to farmer settlement • Summit on Financial Services Co-operatives held March 2003 • National Food Emergency Scheme (NFES) under the Integrated Food Security and Nutrition Programme (IFSNP) • Approximately 10 000 farmers assisted with verification and applications for the Flood Relief Scheme and further 1 367 assisted following the 2002 snow and veld fires • Programmes and Projects: • Training and capacity building for LRAD beneficiaries in all but three provinces (Gauteng, North West and Northern Cape) • Micro-finance capacity Building framework developed

Programme: Farmer Support and Development • Programmes cont…… • Integrated Food Security Strategy (IFSS) approved by Cabinet • Awareness programme on weather/climate interpretation launched with five of the nine provinces Products and Services: • Administering lease agreements with the option to purchase in conjunction with Provincial Departments of Agriculture on state-owned farms • Pilot Food Insecurity and Vulnerability Monitoring System (FIVMS) developed • National Agro-Meteorological Committee established to issue monthly advisories for the agricultural sector • Statistical database on co-operatives posted on the Departmental website

Programme: Farmer Support and Development Challenges: Intergovernmental: • Strengthening Provincial level involvement in the IFSNP through targeted interventions to support household and village level food production (agricultural starter pack; FAO supported Special Programme for Food Security; training and exposure of extension officers at district level; farmer training; working with local government to assist with formulation targeted interventions within their IDPs)

Programme: National Regulatory Services Challenges: Intergovernmental: • Role clarification between National and Provincial veterinary services • Establish provincial contact point on plant health services • Co-ordinate functions around food safety issues International: • Active participation in standard setting bodies • Minimize risks associated with importation of agricultural products • International fence maintenance-border control • Market access-Harmonization of international markets and application of the equivalent concept in terms of the SPS (Sanitary and Phytosanitary) agreement

Programme: Sustainable Resources Management and Use Programme Purpose: Promote sound management and sustainable use of land and water resources in agriculture Programme Overview: The programme consists of two directorates, Land Use and Soil Management (LUSM) and Water Use and Irrigation Development (WUID). • LUSM focused on the conservation of land resources through CARA (Act 43 of 1983). Pest control, reclamation of land resources and Landcare are the major activities in this directorate. • WUID focuses on agricultural infrastructure development and irrigation through CARA (Act 43 of 1983). Rehabilitation of irrigation schemes and provision of water to rural communities (through drilling of boreholes) are critical activities within the directorate.

28. Programme: Sustainable Resources Management and Use Overview cont…… • Both directorates have created job opportunities among the community beneficiaries. Most of the interventions occur through Provincial Departments of Agriculture Achievements: Legislation • The SUAR Bill is being formulated. • The Bill is intended to replace the outdated CARA (Act 43 of 1983). • The Bill is incorporating important elements, such as: • Prime agricultural land • Unique agricultural land • Biodiversity issues • Regulatory aspects

Programme: Sustainable Resources and Management Use Client and Public Interaction: • Structured Provincial Irrigation Action Committee meetings. • ITCA Landcare Working Groups where all provinces are represented – four meetings per annum. • Engineering Forum meetings with all provinces – two meetings per annum for prioritization. • Committee on Environmental Coordination meetings with partner departments (and clients).

Programme: Sustainable Resources and Management Use Programmes and Projects: • Drilling of 315 boreholes in key development nodes (Chris Hani, Sekhukhune, Kgalagadi, North East and Ukhahlamba). • 22 Boreholes drilled for commercial farmers (livestock and workers). • 61 Soil Conservation and/or construction works undertaken country wide. • 28 Irrigation schemes rehabilitated in Limpopo. • 140 LandCare projects supported in all provinces. • Together with WfW and KZN Wildlife, rehabilitated Tshanetshe pan in Maputoland. • Soil conservation works and infrastructure at Spitskop, for sustainable functioning of Orange – Fish river transfer scheme • AGIS (Agricultural Geographic Information System) has been further developed and enhanced. • MODIS (Moderate Resolution Imaging Spectroradiometer) has been further developed and enhanced.

31. Programme: Sustainable Resources Management and Use Products and Services: • 37 interventions on advicery engineering services. • Drilling of boreholes towards Household Food Security programme. • Captured status of agricultural resources in Mpumalanga, Gauteng, Eastern Cape and • KwaZulu Natal using MODIS. • Granted aid to satellite Application Centre of CSIR for capturing, processing and archiving MODIS satellite data. • AGIS has been introduced and used by all provinces and other partners. • Queries on AGIS have been handled and major stakeholders informed about new developments.

32. Programme: Sustainable Resources Management and Use Achievements: Intergovernmental: • CEC produced NAP for South Africa. • CCSIS developed draft policy document on National Guidelines for Integrated Management of Agricultural Water Use. • EIP for the DoA compiled and submitted to DEAT as required by NEMA.

33. Programme: Sustainable Resources Management and Use International: • Partnership with IWMI is benefiting South Africa on international expertise on agricultural water management. • Ministerial adoption of Recommendations during Third World Water • Forum – Water for Food and Agriculture. • Continuous DoA participation in UNCCD ensures South Africa responses to issues of international importance. • Bilateral engagement and recent tour to Australia provided foundation towards expanded LandCare programme.

34. Programme: Sustainable Resources Management and Use Challenges: Intergovernmental: • Effectively support provinces in Water Use Management. • Align water infrastructure development with priorities of provinces and local governments • Provide leadership on agricultural water management issues on various tiers of government. • Integrate and synthesize inputs from other government departmental programmes to improve on delivery.

35. Programme: Sustainable Resources Management and Use International: • Align international partnerships to focus on priority areas for Africa and South Africa. • Access international expertise in agricultural water management problem solving.

36. Programme: Communication, Planning and Evaluation Programme purpose Provides agricultural news and information services, manages international relations, and facilitates skills development and the training of new existing farmers. • The Agricultural Education and Training Strategy • An Internal Bursary Scheme was approved by DEXCO to fastrack skills development with DoA. • Communication Strategy developed. Programmeoverview • Reposition Department in the SA corporate environment • Profiling of Female Farmer competition • WSSD: major highlight • Facilitate, international trade, training and technical assistance opportunities • Workplace Skills Plan Policy

37. Programme achievements Client and public interaction • Exhibitions: Minister’s National Assembly budget vote, National Council of Provinces budget vote, NAMPO, Agri-Expo • Participation of commercial and emerging citrus industry in Ministerial bilateral visit to China • NEPAD stakeholder consultation workshop • Advertorials and advertisements in key corporate publications to reposition the Department in the corporate world • Distribute branded promotional material to improve the image of the Department – highlight presentation of Strategic plan to the President • Wide-spread publicity for distribution of subsidised maize meal by introducing a toll-free number • Liaison with various media

38. Programmes and projects • Female Farmer of the Year Competition: national awards ceremony in North West Province coinciding with World Food Day event in North West • African Footprints programme aimed at consolidating bilateral relations with African countries • Pesticides Initiative Programme – EU-SA support to commercial and new farmers to adapt to pesticides legislation in EU market. • Capacity building for LRAD beneficiaries through SA Canada joint cooperation project. First technical visit to Canada undertaken. • External bursary scheme • Experiential and internship programme

39. Products and services • Agricultural News, bi-weekly external newsletter, renamed AgriNews and now published monthly. Twelve editions published • Strategic Plan for South African Agriculture – translated into all the official languages.Published in English, isiZulu, Sesotho and Afrikaans • Info Paks – 24 new information packages was published. Total number published 234. Many have been translated into various official languages • Website: updating of information of website – regular updating of crop estimates, media releases, statistical information and publications produced by the Department • Facilitation of agreements: SPS, technical cooperation agreements, project agreements • Coordination of international trips, delegation briefings, briefings to PPC (as requested) e.g. Zimbabwe • Sourcing of funding • Development of International Agricultural Strategy

40. Challenges Intergovernmental/International • General communication challenge: dissemination of agricultural information about products and services to the population at large • Demand on agriculture to engage internationally greater than current IR and technical line function implementation capacity. • Lack of coordination on international cooperation projects and agreements between national and provinces. • The extension of capacity building in the agricultural sector through skills development
