What is CITEL: • The Telecommunication arm of the Organization of American States (OAS) • Intergovernmental organization that brings together 34 countries (combined population of 800+ million), 150+ Associate Members (Private Sector) • The Forum in the Americas where governments and the private sector meet to coordinate regional efforts • Main purpose is to promote the sustained development of Telecommunications in the Americas • Very broad combined mandate • Has two main technical committees called Permanent Consultative Committees (PCC) GSC-8 Meeting, Ottawa, Canada
PCC-I (Telecommunication Standardization): • Main Objectives • Coordination and harmonization of telecommunications equipment certification processes, tariff principles and standards for telecommunications networks and services with the goal of ensuring the interoperability of such networks and services within the region. • Specific Mandates • To promote coordination, planning, harmonization and interoperability of tariff issues, technical standards and operational aspects of telecommunications networks and services, including signaling protocols and network interfaces. • To promote the development and implementation of new technologies, such as IP Protocol. • To promote the implementation of Mutual Recognition Agreements (MRA) • To undertake the coordination of regional preparations for World Conferences on International Telecommunications, and World Telecommunication Standardization Assemblies. PCC-II (Radiocommunication including Broadcasting): • Main Objectives • Coordination and harmonization of standards related to spectrum use and the planning and efficient use of the radio frequency spectrum and satellite orbits for radiocommunication services, including broadcasting • Specific Mandates • To work in accordance with the ITU Radio Regulations and take into account ITU recommendations, bearing especially in mind the need to prevent and avoid, to the extent possible, harmful interference between the different services. • To stimulate and foster the development of radiocommunication services, including broadcasting, in the region. • To promote the development and implementation of modern technologies and new radiocommunication services, including broadcasting, specifically their technical and operational aspects • To undertake the coordination of regional preparations for ITU World and Regional Radiocommunication Conferences GSC-8 Meeting, Ottawa, Canada
