Past Research on the Consequences of Long-term Unemployment • The longer a person is unemployed, the less likely s/he is to find a job (Shimer 2008) • Unemployment is associated with decreased wages even 20 years on (von Wachter, Song, and Manchester 2009) • Unemployment lowers self-esteem and undermines parenting, especially among men (Elder 1974) • Men’s unemployment associated with higher levels of marital stress and higher chances of separation and divorce at the individual level (Amato and Beattie 2011; Sayer et al. 2011) • Children of unemployed parents more likely to repeat a grade, drop out of school, and show declines in emotional well-being (Hill et al. 2011; Kalil & Ziol-Guest 2004) • High rates of unemployment associated with community instability (Wilson 1987)
What is Different This Time? • Conventional measures of unemployment underestimate labor inactivity • Unemployment and underemployment affect everyone (although young and low-skill workers have been hardest hit) • The average duration of unemployment is longer than any other time in recorded history
Employment-Population Ratios, Men 20-34 with Less than H.S., 1980-2008
Future Consequences of Long-term Unemployment • Unclear whether or to what extent previous research will generalize • Need to update research questions and methods to reflect contemporary society • Need to update teaching and training to prepare students and citizens for the current economy
Conclusions • Conventional measures of unemployment underestimate labor inactivity • Unemployment has widespread and long-term implications for individuals, families and communities • Educational professionals have a responsibility to bring research and teaching into the 21st century

College Debt [Based on my UW-BHS project: followed 900 Class of 2000 high school graduates for 10 years] • Good news: 40% had a college degree • Bad news: almost 80% of grads had college debt • 62% more than $10,000 • 35% more than $25,000
What Happens Next ? • Lisa Kahn– Yale economist • Longitudinal study of college grads in 1981-82 • 25% lower wages than boom time graduates • 15 years later, they had not closed gap • Business cycles may be “normal” and have some redeeming features… • BUT high unemployment is only tolerable if it is happening to someone else • Personal costs are HUGE
