QUALITY TRAFFIC CRASH REPORTINGHOT TOPICS CRASH DATA SAVES LIVES!
OBJECTIVES 1. DATA IMPORTANCE ~ WHO CARES? 2. DATA USES ~ INSURANCE MYTH 3. HOT ISSUES ~ A.C.T. NOW
CRIMES vs CRASHES HAVE YOU BEEN IN A TRAFFIC CRASH? HAVE YOU, OR HAS SOMEONE YOU KNOW BEEN THE VICTIM OF A SERIOUS CRIME?
CRIMES vs CRASHES • CRASH RELATED PROPERTY LOSS OFTEN EXCEEDS THE DOLLAR AMOUNTS INVOLVED IN CRIMES SUCH AS BURGLARY AND THEFT • ACCURATE CRASH REPORTS ARE VITAL
MINOR vs SERIOUS CRASHES • THE SEVERITY OF THE CRASH SHOULD NOT AFFECT THE IMPORTANCE OR QUALITY OF DATA

A.C.T. NOW • ACCURACY • COMMON ERRORS / CONSISTENCY • COMPLETENESS • COMPLETION OF ALL REQUIRED FIELDS • TIMELINESS • PROMPT DATA = CRASH PREVENTION
REPORTABILITY TYPE A VS. TYPE B INTERSECTION RELATED PRIVATE PROPERY LOCATION SAFETY EQUIPMENT COLLISION TYPES EVENTS DIAGRAM NARRATIVE CMV Handwriting COMMON ERRORS
WHEN YOUR AGENCY INVESTIGATES A CRASH INVOLVING • 1. DEATH • 2. INJURY • 3. DAMAGE TO ANY ONE PERSON’S • PROPERTY EXCEEDING $500 IF ANY • DRIVER IS NOT INSURED, OR $1,500 • WHEN ALL DRIVERS ARE INSURED • (EFFECTIVE JANUARY 1, 2009) • IVC SECTION 5/11- 406(a) & 408(a) • See SR1050 Instruction Manual page 11
PROPERTY DAMAGE THRESHOLD EXAMPLES • A 2-vehicle crash occurs causing $800 damage to one of the units. One driver is insured but the other is not; therefore, a report is required using the $501 - $1,500 threshold below. DAMAGE TO ANY $500 OR LESS ONE PERSON’S $501 - $1,500 VEHICLE/PROPERTY OVER $1,500
PROPERTY DAMAGE THRESHOLD EXAMPLES IF BOTH DRIVERS HAD BEEN INSURED AND THE DAMAGE REMAINED $800, NO REPORT WOULD BE REQUIRED. HOWEVER, IF ANY DAMAGE OVER $1,500 OCCURRED TO EITHER UNIT, A CRASH REPORT IS REQUIRED REGARDLESS OF INSURANCE. NOTE: IF INSURANCE IS UNKNOWN, ASSUME THEY ARE UNINSURED (HIT & RUN OR PARKED-NO DRIVER).
THE NUTS ANDBOLTS OF THE FORM
TWO CRASH TYPES • TYPE A – NO INJURY AND NO VEHICLE TOWED DUE TO DAMAGE SUSTAINED IN THE CRASH COMPLETE BLUE SHADED FIELDS • TYPE B – INJURY OR TOW • COMPLETE ENTIRE 1050
CONSISTENCY • LOCATION • INJURY TYPE • DIAGRAM • NARRATIVE • FRONT AND BACK See SR1050 Instruction Manual page 11
UNIT 1 OR UNIT 2 • UNIT 1 IS THE AT-FAULT VEHICLE • WHEN IN DOUBT ENTER THE STRIKING VEHICLE
UNIT 1 OR UNIT 2? • DEER • TRAIN • CMV TRAILER
THESE ARE NOT UNITS • DEER • TRAIN • CMV TRAILER LIST AS PROPERTY DAMAGE See SR1050 Instruction Manual page 11
INTERSECTION RELATED • KEY WORD: RELATED See SR1050 Instruction Manual page 10
INTERSECTION RELATED? EXAMPLE 3 VEHICLES ARE LINED UP WAITING FOR THE STOP LIGHT TO TURN GREEN. A FOURTH VEHICLE REAR ENDS UNIT 3, MORE THAN 60 FEET FROM THE INTERSECTION. DID THE INTERSECTION HAVE ANY BEARING ON THE OCCURRENCE OF THE CRASH?
PRIVATE PROPERTY • DAMAGE TO PRIVATE PROPERTY DOES NOT EQUATE TO A PRIVATE PROPERTY CRASH • IT IS NOT A PRIVATE PROPERTY CRASH IF THE CRASH BEGINS ON A ROADWAY See SR1050 Instruction Manual page 10
LOCATION DISTANCE AND DIRECTION FROM INTERSECTION NAME OF INTERSECTING ROADWAY STREET NAME WE MUST LOCATE EVERY CRASH ON A MAP See SR1050 Instruction Manual page 9
BE SPECIFIC - if there are two northbound entrance ramps, specify which one.
SAFETY BELTS • LIFE-SAVING INFORMATION • ASK AN EMT OR A WITNESS • USE YOUR EXPERT INVESTIGATIVE SKILLS TO CAPTURE THIS DATA • COMPLETE DATA = FEDERAL $$$ FOR SAFETY BELT PROGRAMS See SR1050 Instruction Manual page 11
BAC .082 • MORE LIFE-SAVING INFORMATION • COMPLETE DATA = FEDERAL $$$ FOR ALCOHOL SAFETY PROGRAMS • TEST THE CMV DRIVER AFTER EVERY FATAL CRASH • TRACK TEST RESULTS AND FORWARD TO IDOT NO MATTER HOW LATE • USE FORMAT ABOVE See SR1050 Instruction Manual page 18
CRASH DATA IS A STRATEGIC ASSET • CRASH DATA IS FUNDAMENTAL TO THE PLANNING, OPERATION AND EVALUATION OF SAFETY PROGRAMS. • FEDERAL TRAFFIC SAFETY AGENCIES HAVE A COMBINED BUDGET OF OVER 2.5 BILLION DOLLARS PER YEAR. NHTSA $700 MILLION FMCSA $500 MILLION FHWA $1.2 BILLION
COLLISION TYPE (COLL) • SINGLE VEHICLE CRASHES • MULTI-VEHICLE CRASHES
COLLISION TYPE (COLL) • ASINGLE VEHICLE CRASHOCCURS WHEN A MOTOR VEHICLE’S FIRST DAMGAGE/INJURYIS WITH SOMEONE ORSOMETHING OTHER THAN ANOTHER MOTOR VEHICLE See SR1050 Instruction Manual page 17
(COLL) TYPES SINGLE VEHICLE CRASH TYPES 1 PEDESTRIAN 2 PEDALCYCLIST 3 TRAIN 4 ANIMAL 5 OVERTURNED 6 FIXED OBJECT 7 OTHER OBJECT 8 OTHER NONCOLLISION
SINGLE VEHICLE CRASH EXAMPLE Example:Unit 1 slips on a patch of ice, spins out of control, leaves the roadway and strikes a tree in the median. This should be coded 6 – Fixed object. Note: simply losing control and leaving the roadway does not, in this case, involve a harmful event. Consideration must be given to when damage actually occurs. Therefore, losing control does not warrant coding this crash 8 – Other noncollision.
COLLISION TYPE (COLL) • AMULTI-VEHICLE CRASHOCCURS WHEN A MOTOR VEHICLE’SFIRST DAMAGE/INJURYIS WITH ANOTHER MOTOR VEHICLE • REMEMBER: THE INTENDED DIRECTION OF TRAVEL PRIOR TO THE ONSET OF THE CRASH WILL DETERMINE COLL TYPE See SR1050 Instruction Manual page 17
(COLL) TYPES MULTI-VEHICLE CRASH TYPES 9 PARKED MOTOR VEHICLE 10 TURNING CRASH 11 REAR END 12 SIDESWIPE SAME DIRECTION 13 SIDESWIPE OPPOSITE DIRECTION 14 HEAD ON 15 ANGLE
MULTI-VEHICLE CRASH EXAMPLE Unit 1 Example: Unit 1 approaches a four-way stop intersection from the east. Unit 1 slides on a patch of ice, spins through the stop sign striking Unit 2, then proceeded westward through the intersection. This should be coded as 15 – Angle; based on the intendeddirection of travel for each unit prior to the onset of the crash. N W E S
MULTI-VEHICLE CRASH EXAMPLE Unit 2 Example: Two motor vehicles are on the same roadway heading in opposite directions. Unit 1 loses control, crosses a median, and strikes Unit 2 at an angle, with nearly all damage occurring on one side of each motor vehicle. This should be coded as 13 - Sideswipe oppositedirection, even though the motor vehicles collided at an angle, based on the intendeddirection of each unit prior to the onset of the crash. Unit 1
