Operational Programme Research&Innovation Ministry of Economy (MoE) acts as the intermediate body for the OP R&I in both thematic objectives: • TO 1: Strengthening research technological development and innovation • TO 3: Enhancing the competitiveness of SMEs • Financial allocation under the MoE jurisdiction from the ERDF: 1,270 bil. €

  9. Forms of implementation New forms of implementation in the process of analysis or in a pilote stage (e.g. vouchering, global grants) in order to minimalize administrative burden on beneficiaries/target groups.

Specific terms and conditions for implementation • EACs – RIS3, Act on SME´s support • The „value for money“ principle applied in the project selection and implementation phase • Emphasis on cost-effectiveness • Application of the incentive-sanction mechanism • Strengthening of the administrative capacities of the applicants and beneficiaries • The concept of managing documentation • Launching of open/ongoing calls for proposals • Simplification

Problems & challanges • Speed up implementation process (N+3, performance framework) • EAC 1.1 and 1.2 fulfilment – improvement of governance and prioritization of Research and Innovation Strategy for Smart Specialization of the Slovak Republic • Financial instruments utilization within TO1 • Programming of more specific and pilot calls for proposals (SBIR scheme, social innovation, alternative business platforms, business angels, ...)
