Asian NGO Coalition (ANGOC)Highlights Land grabbing: new name for an old phenomenon? • Developed countries/foreign agribusiness corporations lease or buy large tracts of arable lands in developing countries for the purpose of meeting their domestic consumption requirements and/or production of biofuels • Reaffirms views of CSOs that commercialization of agriculture and dependence on market forces will NOT ensure food security • Need for paradigm change in agriculture
Asian NGO Coalition (ANGOC)Highlights – critical issues • No international rules or protocol for global land leases (taking advantage of corrupt governments, small countries, weak policies and safeguards) • National policy framework encourages and facilitates land grabbing with virtually no safeguards (synergetic relationship between foreign interests and rent-seeking tendencies of local elite) • No/minimal access to information on these deals
Asian NGO Coalition (ANGOC)Highlights – critical issues • Large-scale acquisitions cause land exploitation or unsustainable use (large scale farming technologies; monocropping) • Facilitates huge restructuring of farms from countless smallholdings to fewer large holdings, which corporations will be able to get stronger rights to. • Farmers and local communities lose access to land for local food production • Livelihoods of the poor are at risk
Asian NGO Coalition (ANGOC)Highlights – critical issues • Climate change discussion mostly within scientists and academics • Carbon contract can limit access of poor people thus leading to further land conflicts • Customary land rights are not recognized • Need for rational national land use • Need to incorporate gender lens/framework • Tension between NGOs/CSOs and social movements • Need to understand the global architecture/ governance

ILC’s role as coalition to build capacities of governments? • Strategic linkages with other campaigns? How? • Implications to existing programs?
