In West Sussex a mum manages a combined social care, health and SEN budget (as a direct payment- DP) to support her daughter • In Wigan a combined personal budget is managed by a VCS organisation for a young man • In Hartlepool a mum manages a combined social care and SEN budget (As a DP) to support her daughter. • In Hartlepool a young person uses a budget to fund work experience. • In Manchester a number of students have a small budget to set up their own work experience • Many families now have a personal budget for their child’s transport – in one example the young person has bought a bike and safety helmet and travels to school on his own • www.sendpathfinder.co.uk/infopacks
Personal budgets are just one part of a whole system of support and opportunity
Four ways to manage a personal budget • As a direct payment • By another organisation (or person) on behalf of the child/young person and family (individual service fund) • By the local authority (or health service) • A mix of these three options
Transparent and participative • Transparency – everyone understands how things work, and how decisions are made • Participative – everyone who needs to take part can and is supported to do so

An integrated personal budget? • Aligning allocation processes - thresholds • Aligning approaches to use of personal budgets • Moving away from silos to child and family centred – holistic • Outcomes focus as opposed to needs led As indicated in the draft Code of Practice this is the direction of travel being encouraged
Integrating a personal budget around an individual child/young person • An integrated assessment and person centred single EHC planning process is followed. The family are supported by a key worker to do this. • The personal budget is contributed to from three aligned budgets: education, health and social care • A ‘plan co-ordination’ function (previously the SEN Officer role) brings together the single EHC Plan utilising any personal budget as a single budget around the child/young person and their family. • Child A’s personal budget funds 1:1 support at school – managed and employed by school but able to work at Child A’s home if child is ill. • The personal assistants employed by the family are able to assist with increased participation in local activities and opportunities. • Training for personal assistants is provided by the local health services. • The family, the broker and the services have all expressed their satisfatcion and appreciation for the outcome.
