  1. 310 CMR 80: UST Operator Training Regulation • On Feb. 3, 2012, MassDEP issued new training requirements for operators of underground storage tank (USTs). The regulation is designated 310 CMR 80. • Not all underground storage units are considered “USTs”. 310 CMR 80 contains specific UST definitions and exemptions, and a case-by-case assessment should be conducted. • At least one “Class A, B and C” operator (as defined within 310 CMR 80) must be designated to each UST and certified. Each Operator can be designated as any combination of the three Classes (A,B,C) and can be assigned to more than one UST facility. • At manned UST systems, a Class A, B or C operator must be present when the UST system(s) is in operation. At unmanned UST systems, Class A, B and C operators must be designated as responsible for operation and maintenance activities at such systems and responding to emergencies. • Class A and B Operators are to complete an online training course from MassDEP in order to get certified. (MassDEP certification is once-only and does not expire). Class C Operators are trained in-house by Class A or B Operators, who must develop site-specific training materials. • The first certification for each Class must be completed by August 8, 2012. After the first certification, designate a New Class A or B within 30 days if the position is vacated. Designate a new Class C within 10 days if the position is vacated. Class C Operators must be re-trained if emergency procedures or emergency leak detection/shutoff details change on site. • Detailed training records must be maintained on-site as specified by 310 CMR 80.
