TERMS OF REFERENCE FOR WORKING GROUPS SCOPE OF WORK FOR ALL WORKING GROUPS • Working groups must guide and advise provinces and other implementation agents on the implementation of Zero Hunger. • Working groups are further responsible for leading and formulating models / systems for implementation of Zero Hunger. • Provide policy support for implementation. • Working Groups will exist for the duration of the Zero Hunger Programme.
DEVELOPMENT FINANCE Scope of Work (main focus of work) • Provide strategic direction and advice on the establishment of a ‘bridging fund’ to ensure timely payments to farmers who are participating in Zero Hunger Programme. • Debate, clarify and make recommendations on the best financial support for start-up ventures within the logic of the Zero Hunger Programme. • Ensure a common approach to procurement processes from smallholder farmers by public institutions and government departments. • Debate, clarify and make recommendations on the transversal procurement policy in order to promote preferential procurement. • Identify overall implementation issues, risks and gaps likely to impact on the Zero Hunger Programme implementation and work towards solution-based outcomes. • Provide feedback and strategic advice on progress and milestones, issues resolution and policy directions to progress the implementation.
FARMER SUPPORT Scope of Work (main focus of work): • Training of producers based on their needs and level of competence • Training of extension personnel and animal health workers • Formulating and implementing programmes to increase access to agricultural information, with the ultimate aim to make information available on demand, e.g. using mobile telephony and rural infrastructure such as multi-purpose sites and Agricultural Development Centres (ADC’s) • Formulating and implementing effective structures devolved to local government structures/district level for the provision of technical services such as soil analysis, diagnostics and farm enterprise planning.
SMS Deployment • Letter from the Director General requested provinces to: • Detail their Zero Hunger Projects, funded by CASP and IlemaLetsema into project plans. • To schedule project visits for 2012/2012. It was requested a total of 8 visits be scheduled. • The 1st visit was aimed at reporting on the last (November, 2011) planning projects and scheduling visits. • All provinces had their first visit with Free State and Eastern Cape submitted their project action plans already • The deployment of SMS members and supporting teams, will be visiting projects to assess progress based on the plans.
