Missouri Compromise • 1820 issue arose over admitting Missouri as a new state, revolved around slavery, Sth wanted as a slave state and part of LA purchase • Nrth wanted it to be a free state, exposing regional division, that cause hurt feelings for decades • Maine also applied for statehood, fear of unity of Union, Henry Clay of KY worked out a compromise • MO Compromise passed in 3/1820, MO came in as a slave state, ME as a free state, banned slavery in LA territory Nrth of 36 30’ parallel

American System • Henry Clay of Ky, knew his policies would benefit all of America, north, south and West, 1824 proposed a new system called the “American System” • American System • Protective tariff • To provide money for internal improvements • Internal improvements • Roads, canals to stimulate trade • Nat’l Bank • Control inflation • Lend money to develop industry • Jefferson believed favored the wealthy, manufacturing class in NE, Sth saw benefit to tariffs or internal improvements • Congress adopted the internal improvements but not on the scale Clay wanted, Nat’l Bank was still a controversy

4. Court Cases • Supreme court became involved in states rights issue, The state of MD imposed a tax on a branch of the 2nd Nat’l Bank a Federal institution, refused to pay tax, McCulloch v. Maryland in 1819, Marshall said MD had no right to tax Fed institution, Constitution and Fed Gov’t receive power from the people, not state gov’ts., argument that Fed could coin money, no paper, no corporations mentioned • Gibbons V. Ogden said states could not create laws that interfere with Congressional power over interstate commerce, state’s rights believed Fed power at expense of state’s rights, Nationalists supported Fed
