Overview The Pennsylvania Race Horse Development and Gaming Act, 4 Pa.C.S. §§ 1101 etseq. (the “Act”), states that Northampton County is required to pay all funds that were uncommitted from the Local Share Municipal Gaming Grants by the end of each fiscal year to the Economic Development or Redevelopment Authority. The NCGR&ERA has established the Uncommitted Funds Municipal Gaming Grant Program for the purpose of awarding uncommitted funds.
Application procedures • Completion of Uncommitted Funds Grant Application • Application must include all requested information to be considered • Application must be submitted electronically to NCDCED
Application procedures • Deadline for submission is 4:00 p.m. on July 27, 2012 • One application per eligible applicant (limit includes joint applications) • Requests cannot exceed $50,000 (joint applications may total the number of municipalities x $50,000)
Application narrative • A project narrative must be submitted with application • Narratives must be typed and on a separate page from the application
Application narrative • Narratives must include the following information: • Description of project, the need, objective and projected outcomes • Description of local & community support • Schedule & detailed timeline • Budget to include basis of costs & sources of funding • Professional or expert studies, analyses (if applicable)
Eligible applicants (Authorities & Non-Profit Entities are Ineligible) ALL Northampton County Municipalities
Eligible categories • Public Infrastructure Improvements • Facilities (owned by municipality) • Public Emergency Services, Public Health & Public Safety • Human Services
Procedures for accessing funds • A grant agreement between the grantee and the Authority will be required prior to release of grant funding. Funding will be released only if the applicant is in compliance with all previously awarded grants. All grant agreements will include provisions and conditions appropriate to the project to be funded.
Procedures for awarding grants • NCGR&ERA staff will review applications to ensure that each applicant and proposed project meets eligibility requirements. • NCGR&ERA staff reserve the right to request additional information from the applicant as needed, even after the deadline.
Procedures for awarding grants • Applicants will be asked to present at a public meeting of the Authority on the funding request so the Authority may question the project. • Upon awarding of grants, funding will be administered by NCDCED.
