CeSoX meeting, APC, February 5-7, 2014 144Ce source for CeSoXTransportation studied in France Michel Cribier CEA/DSM Irfu/SPP & APC-Paris for the Saclay group mcribier@cea.fr
IAEA regulations for transport • Low Dispersive material (LSA) or Special form Radioactive material ? • Limits on transport in a type B(U) container : (3000*A1,2) • 600 TBq (16.2 kCi) for 144Ce • 90 PBq (2.43 MCi) for 51Cr • Temperature on accessible surface • 50 °C with an ambient temp. of 38 °C • § 617.For packages to be transported by air, the temperature of the accessible surfaces shall not exceed 50°C at an ambient temperature of 38°C with no account taken for insolation. • Radiation level limits ? • 2 mSv/h at contact for air transport • 10 mSv/h at 3m from transport container • Possibility to use the so-called Special arrangement (§ 310) ? Michel CribierCEA/DSM Irfu/SPP
Brief summary of CeLAND phase • a « task force » inside CeLAND collaboration • identify local difficulties, modifications, find solutions • look for available transport containers • Many contacts with several transport companies • Japanese companies for solution within Japan • US companies and Oak Ridge (air transport ?) • Croft in UK • Russian companies : Sosny • French company : Areva-TNI • Clear conclusion of this phase • There is NO type B(U) transport container approved both in Russia AND in Japan • New certification may take several years • => CeLAND change to CeSoX Michel CribierCEA/DSM Irfu/SPP
Informations from Areva-TNI • A (french/international) company competent in the transport of radioactive material • a branch of Areva ; strong links with CEA (61% of shares) • Several meetings with them during last year • reliables informations based on real experiences • Main difficulties identified for CeLAND • find a transport container certified in Russia and in Japan • time issues : delay for certification • since Fukushima : new nuclear safety autority in Japan • find the best possible routes : • only few harbours allowed for radioactive transit (class 7) : Mourmansk, St Petersbourg • on east coast of Siberia . Nakhodka/Vostochniy ? Test transport to Japan of enriched U in fall 2012. Unclear • …cost issue : certifications, dedicated boat, insurances • Transport from Mayak to LNGS • a new (official) demand since a month • We will received very soon a complete offer Michel CribierCEA/DSM Irfu/SPP
Transport Container • Has to be certified to transport 144Ce • a (rather) simple extension if already certified for fuel elements • Has to be big enough • our object is ≈ 2 tons • enough internal size • Many companies, several containers • Build (and certified) a dedicated « basket » • Needed to hold/block our heavy load inside Michel CribierCEA/DSM Irfu/SPP
TN TM – MTR Transport Container • Used by Areva (4 containers) • Type B(U)F IAEA 1996 • safety index : CSI : 0 • Transport of fuel elements, radioactive sources • Certified in Europe, Russia, USA, Australia • Weight : 23 tons • Internal diameter : 96 cm • Internal height : 108 cm • Maximal load : 2.8 tons • One belongs to CEA • Recent extension of certification up to Jan. 2016 • Is extension needed for 144Ce ? Michel CribierCEA/DSM Irfu/SPP
CZ/048/B(U)F-96 • Manufactured by Skoda JS (Czech rep.) • Type B(U)F IAEA 1996 • safety index : CSI : 0 • Transport of fuel elements, radioactive sources • Certified in Europe, Russia, USA • To be certified in Japan • Weight : 11.5 tons • Internal diameter : 60 cm • Internal height : ≈ 84 cm • Max. activity : 3.93 PBq • Max. power : 450 W • Limit in loaded mass : 450 kg ? 215 cm 150 cm Michel CribierCEA/DSM Irfu/SPP
Skoda VPVM/R or CZ/048/B(U)F-96 • Image w/o shock absorbers Michel CribierCEA/DSM Irfu/SPP
TUK-145/C • The only Type C package in the world • no restriction on radioactive content • certified for air transport • 2 existing packages ordered by DOE • Two main elements • EAC : Energy Absorption Container • Skoda VPVM/R cask • Weight : 29.2 tons • Internal diameter : 69 cm • Internal height : 84 cm • Limit in loaded mass : 450 kg ? • same than Skoda VPVM/R • tested for an impact at 90 m/s Michel CribierCEA/DSM Irfu/SPP
Summary on transport containers Michel CribierCEA/DSM Irfu/SPP
The « possible » route to KamLAND • New possibility on east coast through Nakhodka/Vostochnyi harbour • Train in Russia + chartered boat to Tokyo/Yokohama + route inside Japan • used in fall 2013 for enriched Uranium • Confirmed by russian, Areva-TNI : only a test. Problem with the nationality of the boat Michel CribierCEA/DSM Irfu/SPP
The possible route to Borexino Michel CribierCEA/DSM Irfu/SPP
A detailed study from Areva-TNI • We will receive it in the next days with : • Solution(s) in term of travel, containers • Cost issues • Delay for autorisations • From previous and brief exchanges • want to minimize borders crossing • combination of train, boat, lorry • a type B(U) container if certified in Russia is certified in western Europe • very different rules for US or Japan Michel CribierCEA/DSM Irfu/SPP
JMS-87Y-18.5 T Transport container • Certified in Japan, in US by previous regulator • 18.5 tons • Probably need to de recertified by new NRA • Two containers at Kyoto Un. Michel CribierCEA/DSM Irfu/SPP
