Payments for Capital Assets Table 01 shows that: • Provinces have spent R4,72bn or 108,0% of R4,35bn adjusted capital budgets for the Roads & Transport Sector • Low rate of capital spending in FS (77,0%) and NW(95,6%) • GP (185,7%) and KZN (106,0%) reflects the highest rate of capital spending • GP spending constant @ 66,8% for Dec, Jan & Feb and increases by 105,2% in March to 185,7% • Largest capital budgets (adjusted) are for LIM (111,7%) and FS (60,1%) • Lowest capital budgets (adjusted) are for WC (0,7%) and GP (4,5%)

PAYMENTS FOR CAPITAL ASSETS (TOTAL) Table 02 shows that: • Building & Other Fixed Structure (B&OFS) averages 92,7% of total Adjusted Capital Budgets for the Sector. • Highest allocation for B&OFS is in FS(99,2%) and NC(99,6%) • LIM (56,7%) and NW (81,0%) reflect lowest ration of B&OFS to other capital • Provinces overspend their budgets by average of 7,5% of the total adjusted capital budget for the sector • GP (172,0%) & KZN (106,0%) spending highest for B&OFS • LIM (64,0%) & FS (77,3%) spending lowest of B&OFS

PAYMENTS FOR CAPITAL ASSETS (TOTAL) Table 03 shows that: • Roads infrastructure budgets have increased by average of 5,7%. • Highest increase in LIM(19,0%) and FS (16,6%) • Budgets have been adjusted downwards in GP (-2,1%) and EC (-1,9%) • Provinces have also spent an average of 98,2% of the adjusted roads infrastructure budget • WC (111,2%) &EC (100,1%) are spending highest • GP (91,3%) & NC (91,4%) spending lowest • Spending increases at a constant rate for all provinces
