Sets mandatory national targets for 2020 for the overall share of energy from renewable sources in energy consumption (EU target of 20%)
Sets a 10% target for the share of renewable energy in transport
Suggests an indicative trajectory (interim targets every two years)
Requires national plans in 2010 and reports every two years
Lays down rules relating to guarantees of origin (GOs), trading of GOs, administrative procedures and electricity grid connections in relation to energy from renewable sources
Establishes environmental sustainability criteria for biofuels and other bioliquids

9. What the 20% by 2020 target represents for each Member State The %-point increases in RES-shares have to be added to the 2005 shares in order to get the overall targets. Due to the large difference in existing shares also the future shares differs between the countries, which all sum up to 20%.
The Commission sets up measuring points for the immediately preceding compliance period between 2010 and 2020 in order to be able to follow the deployments and check if the development is on track according to the national targets (Dir 2008/??/EC, Article 3).
