2. What is the Matr�cula Consular? It is an official I.D. card issued by the Mexican Government, through its Consular Offices, to Mexican nationals living abroad.

3. International Legal Framework Art. 5, a) and d), of the �Vienna Convention on Consular Relations�, signed by over 160 countries, included the U.S. and Mexico. The �consular registration�, recognized by International Law, and bilateral agreements, and exercised by every country around the world.

Proof of Mexican Nationality with one of the following documents: Original Mexican Birth Certificate National Military Service Card; Mexican Passport; Previous Consular ID Card, if it was issued for five years; Certificate of Mexican Nationality; Mexican Certificate of Naturalization; Declaration of Mexican Nationality; Mexican Certificate of Baptism verified by a Notary Public in Mexico;

Proof of address within the Consular District (Indiana, Ohio, Kentucky and Southern Illinois): Lease agreement of personal residence Receipt of payment of any utility (electricity, telephone, gas) Receipt of payment of taxes or Social Security Number; State ID Card or State driver�s license, as long as it shows the current address;
