Universal youth services • Provision for ages 10-19 in each of four quadrants of the borough What will this include? • High quality youth work - personal and social development through informal education and recreational leisure activities • Promotion of activities to young people (and parents/carers) • Engaging hard to reach young people –overcoming barriers • Tailoring activities to engage and meet the needs of equality groups – BME; disabled • Challenging and supporting young people through establishing trust and strong relationships • Supporting young people through key transition points and critical moments in their lives • Identifying those with additional needs and engaging them with targeted youth support and range of other services • Supporting those already accessing targeted services

Summer Uni Managing a universal, structured activity programme - 4 weeks of the summer holidays Engaging a range of specialist providers Effective promotion of activities Target age range 10-19 (priority 13 -19) Inclusive activities Engage young people in developing the offer 2009 /10 – over 500 young people took part in over 50 activities Want to extend the range of activities and take up by young people Range of activities and opportunities

9. Youth Services for Disabled Young People • All year round- current provision for ages 11-25 • 5 nights a week after- school provision in partnership with Charlton School for young people with LDD • 2 nights a week provision for young people with LDD in Youth Hubs • 1 night a week provision for young people with a range of physical disabilities and LDD • 1 night a week provision for hearing impaired young people • Transport • Future provision – all year round, to meet needs of range of disabled young people, aged 8-25, taking account of latest needs analysis

Youth Services for Disabled Young People • Summer Provision • Offer of 2 weeks provision within a 4 week programme • Young people aged 11 -19 • Range of needs including autism with challenging behaviour and young people with complex medical needs – specialist 1:1 support & equipment • Rich and tailored programme • Include off site visits and trips

Procurement • Overall value of tender: c. £1.5m annual value • Universal provision in each of the four quadrants • Management of summer uni • Provision for disabled young people • May bid for more than 1 contract – expect efficiency from management of multiple contracts • TUPE to apply to some front line staff • Contracts to March 2015, subject to full review of performance March 2013 and of funding available.

13. Procurement process • Bids sought from providers able to deliver one or more of six contracts • Expect to receive bids from consortia or lead organisations intending to sub-contract some aspects of delivery • Specification will include requirement for proposals to build on local knowledge and relationships – key to engaging young people; supporting local workforce and developing volunteers • With GAVS we will facilitate development of relationships between local groups and any organisations outside Greenwich that have expressed an interest in the tender

Development workshops with local groups • May – June: Pre Qualification Questionnaires • June - July: short-listing • July – Sept: tendering • Oct: contracts awarded • Nov: TUPE issues addressed • From Jan 12: delivery of services Young people involved throughout process
