6. Sector Leadership Fund Competitiveness:SMART TARGET: To provide training packages to 129 employers, training at least 464 of their employees, and ensuring 73 management qualifications are gained, whilst increasing the ratio of females on the programme.
Convergence: SMART TARGET: To provide training packages to 193 employers, training at least 696 of their employees, and ensuring 110 management qualifications are gained, whilst increasing the ratio of females on the programme.
7. The Centre for Excellence The Centre for Excellence will:
Develop and deliver enhanced information and signposting services for leadership and management
Co-ordinate and interrogate the analysis of need for leadership and management from organisations such as Sector Skills Councils
Drive up demand for leadership and management provision development particularly within small and medium businesses
Identify and share best practice relating to leadership and management
Facilitate learning networks for leadership and management
Evaluate programmes, projects and pilots of proposed new leadership and management support measures
Research and develop innovative solutions to meet the leadership and management business needs of employers
Provide advice and guidance for leadership and management business support advisors and
Co-ordinate with Public Sector Management Wales on leadership and Management Issues.

9. Workshop Programme
This is a series of open access workshops delivered across Wales by a network of providers. The workshops focus on a range of aspects of management including leadership skills and managing change and are based upon the National Occupational Standards for Management and Leadership developed by the Management Standards Centre.
The workshops can be attended by any employer or manager at any level who are based in Wales. The cost of the workshops are subsidised at 70% for SME organisations and at 50% for non SMEs. In addition to the formal workshop provision, all employers are eligible to receive in house subsidised training from a Management Workshop provider tailored to company requirements.
10. Workforce Development Programme Discretionary Funding Discretionary funding support is a key aspect of the Workforce Development Programme which is open to all private sector employers. Working with HRD Advisors, employers will undergo a strategic review and a business learning plan will be developed identifying the necessary staff development and training required to assist the business achieve key aims and objectives.
Discretionary funding can be used to support a wide range of training including areas such as leadership and management, ICT, HR, customer service, technical skills, etc. For the purposes of this project only that training related to leadership and management will be considered as part of the ELMS project.
11. Management Diagnostic Programme The Welsh Assembly Government in consultation with the Wales Management Council identified a need for a more consistent approach for analysing management skills competencies within sectors in order to benchmark and then assist with improvement plans. Research was conducted by the Wales Management Council, to assist in identifying the need and also analysing the best diagnostic tools in the market
As part of the Welsh Assembly Government Leadership and Management programme of support there would be an offer of the diagnostic tool and management development programme to a number of sectors to build on the research findings and to benchmark skills development across a wider section of management. The project will include: Marketing and Recruitment, Initial Diagnostics, Development and Final Assessment Building Future Capacity, and Evaluation.
12. Training and Accreditation for Coaching and Mentoring Skills A pilot programme to train mentors and coaches will provide an opportunity for individuals to gain skills and achieve a relevant qualification.
Mentoring and coaching by experienced professionals is widely recognised as one of the most valuable forms of business support available. Providing increased numbers of mentors and coaches will have a positive effect on employers and managers to improve their own skills and become better managers for the benefit of companies, workforce and the wider economy.
