Strategic Plan • Vision— • “Provide dynamic, capabilities-based training for the Department of Defense in support of national security requirements across the full spectrum of service, joint, interagency, intergovernmental, and multinational operations.” • Goals— • Broaden Joint focus and link to readiness assessment • Build an integrated live, virtual and constructive training environment • Revise acquisition and other supporting processes • Actions— • 28 near-, mid-, and long-term action items
T2 Implementation Plan Training Transformation Objectives • Strengthen joint operations by preparing forces for new warfighting concepts • Continuously improve joint force readiness by aligning joint education and training capabilities and resources with combatant command needs • Develop individuals and organizations that think and act joint • Develop individuals and organizations that improvise and adapt to emerging crises • Achieve unity of effort from a diversity of means
T2 Implementation Plan Joint Knowledge Development and Distribution Capability (Preparing Forces Individually) • Continuous career-long development of joint knowledge (through learning, education and training) to prepare individuals to: • Understand and conduct joint operational art • Understand the common relevant operating picture • respond innovatively to adversaries • Distribute knowledge to DoD personnel anytime, anywhere • Network-centric distribution • Harness advanced information technology tools (e.g., Advance Distributed Learning) • Management and Oversight • Joint Management Office and Advisory Group (CJCS Lead)
T2 Implementation Plan Joint National Training Capability (Preparing Forces Collectively) • Provide units and staffs an environment for realistic joint exercises against aggressive, free-playing opposing forces, with credible feedback • Based on an integrated live, virtual and constructive simulation environment, available 24/7 and linked to real-world C2 systems • Focuses collective training in four key areas: • Horizontal Training—Build on existing service interoperability training • Vertical Training—Link component, joint command, and staff planning/execution • Integration Training—Enhance joint interoperability training in joint context • Functions Training—Provide Joint training environment for functional warfighting and complex joint tasks • Management and Oversight • Joint Management Office (JFCOM Lead)
T2 Implementation Plan Joint Assessment and Enabling Capability (Assessing and Enabling the Joint Force) • Establish mechanisms to ensure: • Continuous improvement of force readiness • Systematic assessment of plans, programs and investments • Provide assessment and enabling tools to support and guide capabilities development • Management and Oversight • Joint Management Office (CJCS Temporary Lead)
