EERA Joint Programming • Joint Programmes are the basis of EERA, complimentary business plans to be developed in various energy areas • Harmonisation of research programmes • Exchange of information • Exchange of personnel • Common strategy to tackle (new) research questions • Too many topics for a single institute • Avoid duplication, ensure complementary of programmes • Agree on who does what (and share results) • Facilities • Sharing of facilities • Building new facilities • Owned by multiple institutes

Background and targets of the EERA Bioenergy JP The focus of the EERA programme is on NextG biofuels Mandatory 10 % RES target by 2020 in transport and 20 % RES of end use Same 7 value chains as in the EIBI-industrial bioenergy initiative Heat and power sub-programme has started 1.1.2013 Other topics (e.g. biorefineries) may be added later Several EERA participants have actively involved in Biofuels and RHC Technology Platforms and EIBI. Currently Biomass PPP a new topic EERA partners have long tradition in EU and IEA activities, and some bilateral bi-national projects NoE Network of Excellent Bioenergy 2004 – 2010 with 8 members EERA ExCo driven Bioenergy JP strategy evaluation in 2011  try to select and prioritize few innovative RTD joint activities

Structure of the Bioenergy JP IRP Bioenergy proposal 2014-17 31 institutions, 12 + x countries Total budget 11,6 M€ , EC 9.8 M€ 27 institutions, 12 countries 280 person-years/a in 2011-13 • The Joint Programme comprises five sub-programmes • Each sub-programme includes 2-4 work packages • The work packages are further divided into research themes

  12. www.eera-set.eu Main Activities & Outcomes – SP1 Thermochemical processing of biomassinto NextGen biofuels for transport • Objective: Improve competitiveness of NextGen biofuels • Synthetic fuels / hydrocarbons from biomass via gasification • Substitute Natural Gas (SNG) and other gaseous fuels from biomass via gasification • Bioenergy carriers from biomass via other thermochemical processes like pyrolysis, torrefaction, etc. • Foreseen activities • Common projects, databases (e.g. BIODAT), (standard) analysis and test protocols, scientific papers, reports, workshops SP Coordinator: Jaap Kiel (ECN) Number of participants: 12 Number of countries involved: 10 Resources committed: >38 py/y

  25. Objective To bring together and integrate, on a European scale, programmes of a critical mass of research performers to advance the longer term research agenda of the SET Plan road maps. Key concepts: • Provide EU added value compared to efforts at national level • Provide economies of scale and levels of excellence beyond those achievable in individual RTD programmes • Integrate and seamlessly operate research facilities and resources against a common work plan • Provide a transparent management structure to implement the IRP

Aims The IRP should combine, in a closely co-ordinated manner: • Integrating activities to lay the foundations for long-lasting cooperation, • Exchange of researchers to ensure an efficient implementation of the research workplan and to facilitate the co-operation between research organisations and scientific communities, • Joint research facilities to foster the use of existing research facilities, • Joint research activities, to improve, in quality and/or quantity, the services provided by the programmes and to fill gaps in the existing programmes, • Transfer of knowledge activities to reinforce the partnership with industry in the context of the SET Plan European Industrial Initiatives, • Proposals could include actions on international cooperation, such as lab-to-lab cooperation with third countries. v

  27. Mechanism A combination of: • Collaborative Project (RTD) • Coordination and Support Action (Networking) Bioenergy IRP is derived from the existing EERA Bioenergy Joint Programme structure with Members and Associates and 5 Sub-programmes
