Welfare- Ancient Rome • Rome had food tokens called tesserae were given to people who couldn’t afford food. • Program started as corn stalls • On occasion, meats, wines, and oils were rationed out. Roman Welfare system was called Annona. They had many lower-class citizens so a welfare system was necessary. System began because the people of Rome felt that the food supply was a government issue.

  3. Welfare – United States • Welfare system has been around for nearly 80 years. • System varies from state to state • Like in ancient Rome, food stamps are rationed out, and so is cash aid. The US Welfare System was started in 1930, during the Great Depression. It was made to help respond to individuals who were receiving little to no income. The system works very much like the ancient Roman welfare system did.

  4. Welfare Flaws- United States • Welfare fraud has many different levels. It is basically just when a welfare recipient lies about income and family members. • Criminal charges for welfare fraud exist in all states. “The punishment usually depends on the dollar amount of fraud committed” (Jack Heacock, UCOWF). • By including all information, welfare fraud can be avoided One of the major flaws of the US welfare system is Welfare Fraud. Welfare frauds uses up a lot of money every year. Many people fear that people just abuse the privilege.

Welfare Flaws- Ancient Rome • Welfare system was struggling to provide to those who needed it most. • Government was having problems minting coins, so they gradually used less and less silver. • Price of defense was expensive and hard to pay for. Rome had a major tax problem. Taxes were too high, so the citizens could not pay them. Wasn’t enough public funding for the large army or for the Annona. Empire was struggling. Rome also had an inflation issue.

  6. Solutions United States: To combat welfare fraud, users of welfare are occasionally investigated. If a user is allegedly or suspected of committing fraud, they are more likely to be investigated than others. • People who are using welfare are also checked through computer matching programs to make sure all information is enclosed. • Welfare was started to help get people on their feet again, not to give people the easy way out. Ancient Rome: One of the main problems in Rome was the taxation. Since people were having a difficult time paying taxes, the welfare system had little to no funding. • Rome couldn’t fix their tax levels so that the people pay less. Then the money would slowly build up and soon Rome could pay off their debts. • Also, Rome could create a tax bracket like we have in the US today. People with more money could have higher taxes, and people who have less money wouldn’t have to deal with high tax levels.

  7. Are we able to fix the problem???? • With today’s knowledge and technology, we should be able to fix Rome. Rome faced many problems that the US faces today. Many “trial and error” solutions have been tested in the US and might work in Rome. Many of Rome’s problems were entwined. The taxes affected the welfare system, because there wasn’t enough money coming in to provide for the people. By adjusting tax levels and creating a tax bracket, ancient Rome might find many of their problems solved.
