The Big Picture • Before we built our plan, we examined the big picture • We discussed how the major trends could impact stakeholders in TIU’s space in the next 5 years. • We charted the major threats and opportunities that the stakeholders could create in our space
We identified our achievements • Carried out monitoring of political party financing during the 2006 general elections in Uganda. Lessons learnt from this intervention have informed the partnership and design of a joint election monitoring programme • In July 2008 Transparency International Uganda commenced implementation of its flagship health programme, Transparency and Integrity in Service Delivery in Africa (TISDA) that aimed at improving the quality of life of Ugandans through better governance in the health sector
… our achievements • In the education sector, Transparency International Uganda implemented the Africa Education Watch. TIU completed studies on corruption in the primary education sub sector. The results were used to design and implement advocacy activities to improve governance in the sub sector. • With funding from Partnership for Transparency Fund (PTF), Transparency International Uganda successfully implemented a one year (September 2008-December 2009) community empowerment programme to address corruption in Rakai District, Central Uganda
… our achievements • The Danida Human Rights and Good Governance Programme (HUGGO) facilitated TIU’s institutional strengthening initiatives. Among others, TIU designed a website, trained staff, developed a new strategic plan and maintained key functions of the office running. HUGGO funding was vital in attracting addition funds for TIU programmes.

TA1: Transparency and accountability in service delivery • KRA1: Improved transparency and accountability in Uganda‘s health sector • National and local policies for health delivery services are regularly reviewed, assessed and evaluated for their relevance, effectiveness and impact in mitigating poor health conditions in Uganda • An advocacy and campaign strategy is developed, implemented and evaluated for effectiveness and impact for improved service delivery in the health sector • Community Voluntary Accountability Committees for improved transparency and accountability in the health sector established/strengthened

TA2: Deepening Democracy and Governance in Politics • KRA1: Political parties are open, transparency and accountable in the generation and utilization of campaign finances and make their information accessible to the public on a regular basis • Advocate for comprehensive legal polices and regulatory framework to compel political parties to practice transparency and accountability for their finances • Mobilize and organize citizen groups to petition courts, Electoral Commission, Parliament and other public institutions to compel political parties to adhere to legal policy and regulatory frameworks
TA2: Deepening Democracy and Governance in Politics • KRA2: Political parties are exercising internal democracy and increase the participation of members in decision making, transparency and accountability • Establish a benchmark for monitoring internal democracy and democratic culture within the political parties • Monitor national and local council electoral processes and conduct of legislative business. • Hold elected leaders accountable through monitoring and evaluation of progress towards implementing campaign manifestos and promises and national programmes
TA3: Transparency and accountability in the extractive industry enhanced • KRA1: A Legal and regulatory framework for revenue sharing in the Extractive Industry is in place and being implemented • Undertake policy review /research to identify gaps and advocate for policy change • Engage with government, parliament, donors and oil exploration companies to develop a comprehensive legal, policy and regulatory framework for revenue sharing
TA3: Transparency and accountability in the extractive industry enhanced • KRA2: Citizens are mobilized and organized and participate actively in the demands • Organize campaigns for citizens to engage in demanding accountability and transparency in the extractive industries
