INTRODUCTION • The performance evaluation of public sector organizations is one of the great challenges to the theory and practice of public economics • The performance measurement in: • Private sector • measured by rate of rate of consumer successfulness, • expressed via business profit. • Public sector • benefit expression do not rest with consumer, • usefulness expressed by provider organization itself, • expression of mission, goals, functions and primarily organization performance is prerequisite of its rational operation. • The seekingand determination of qualitative and quantitative criterions of defense organization performance is highly required.
