System Overview • BFBC scheme • Bespoke • Multiple points of enrolment • 9 libraries • 4 sports facilities • 59,000 cards issued since 1999 • Concessionary Fares • Enrolment is via SmartConnect • Enrolment only in town centre office at present • Configured an enrolment system for BFBC scheme • Planning for single enrolment
SmartConnect • Smartcard management system • Owned by BFBC • Ongoing investment • Designed by Local Government for Local Government • One of 24 national projects • Created by a partnership of 10 Local Authorities • In use by 10 Local Authorities • Development needs advised by this group
Current Functions • Rigorous enrolment process • Storing of digital photos and proofs (e.g. signature for DPA consents) • Web-enabled card management system • Interface to smartcard printer for full colour printing of white cards or overprinting of branded cards • Encoding of memory and processor cards

Concessionary FaresTransition to SmartConnect • Used to produce an annual paper pass manually for everyone • SmartConnect configured to BFBC requirements- server hosted by SmartCitizen • Transferred 7K CF pass records (plus over 59’s from e+ data base) to SmartConnect • Staff trained to use SmartConnect in half a day • Most re enrolments successfully done by letter or telephone • Cards issued by e+ card bureau
Concessionary FaresOperation • e+ smartcard with bus logo replaced paper pass. • No paperwork- all verifications held in SmartConnect • Data and image exported daily to bureau for card encoding, printing and fulfilment • Card numbers returned to Smart Connect and other services • Replacement CF cards can be ordered by phone • Re-enrolment to meet DFT rules not necessary • Plan SmartConnect as single enrolment tool making it easy for customer to apply anywhere for all e+ services
Concessionary FaresOperation • Decided to hold off making CF card electronic prior to 2008- too many unknowns • e+ card issued with a bus logo-‘Show and Go’ • Bus operators check for image and bus logo to check eligibility • Same card also used for other applications • Currently use JCOP30 dual interface card as some card applications use the contact chip

Conclusions for BFBC • It’s got to be done! • Wish to retain a single multi application card with e+ branding • Use a single card database • Use a single contractor • SmartConnect will be configured to change card number and expiry date • ITSO will be accommodated • Key issue is configuration • All that needs changing at present is the card artwork
In summary • The National Concessionary Fares Scheme has to be accommodated • BFBC have found a way to do that and retain the e+ card • Using SmartConnect card enrolment software makes introducing the new DFT detail collection requirements simple • Any LA starting out can use SmartConnect with DFT supplier and then add other smart applications later.
One last plea • The National Concessionary Fares Scheme will create a national smartcard scheme • Vital that LTA’s do not establish a simple system that prohibits the potential for multi-application / cross council benefits later • A future vision for smartcards can be created without impeding the introduction of CF • BUT it needs to be thought about • Please ensure that the concept is explored
