  1. Environmental Justice Program Barrio Logan Case Study Linda C. Murchison California Air Resources Board May 6th, 2002 California Environmental Protection Agency Air Resources Board

  2. California Air Resources Board • State air pollution control agency • Public health highest priority • Adopts state air quality standards • Oversight authority over local air pollution agencies • Emission control standards for motor vehicles and other air pollution sources

  3. Environmental Justice at the ARB • Ensure fair treatment of all people • Policies approved in December • Provides framework for implementation • Requires specific actions over the next two years

  4. ARB’s Environmental Justice Policies and Actions • Incorporate environmental justice into ARB activities and programs • Promote environmental justice at the community level • Adopt measures to reduce public health risk • Support research on the impacts of air pollution at the local level

  5. Barrio Logan Study • Community involvement • Air monitoring for 17 months • Results similar to other areas in San Diego • Neighborhood scale emission inventories and modeling • Special monitoring near chrome platers

  6. Hexavalent Chrome Monitoring • Two weeks - December, 2001 • Six sites near two chrome platers • Unexpectedly high hexavalent chrome levels • Sources unclear

  7. Summary of Ambient Air Monitoring Results - Dec

  8. ARB/San Diego District Response • Immediate notification to community and public officials • Resumed monitoring around two chrome platers • Surprise inspections at facilities • Searched for other potential sources • Working Group formed by local County Supervisor

  9. Follow-up Chromium Monitoring • Began February 5th • Same six sites as December study • Monitoring inside facility • Source Testing

  10. Hexavalent Chrome Data(February) *Designated as a 12 Hour sample but ran 24 Hours LOD 24 Hr - 0.2ng/m3 LOD 12 Hour - 0.4 ng/m3 LOD 8 hours - 0.6 ng/m3

  11. Hexavalent Chrome Concentrations * MPIEXT samples from 2/5-3/11 are 8 hour samples. 3/12 to current - samples are 12 hours

  12. Hexavalent Chrome Ratios

  13. Local Actions • County investigated Master Plating for hazardous waste violations • Obtained temporary restraining order for the plating activities • Court ordered air monitoring during plating shut down • City investigating alternatives for relocating Master Plating

  14. Hexavalent Chrome Concentrations(after shutdown)

  15. Case Study Findings • Impacts are localized • High degree of confidence hexavalent chrome levels at residence are associated with Master Plating activities • Master Plating produces fugitive hexavalent chrome emissions with activities other than plating • Possible hazardous waste issues

  16. Lessons Learned • Regional monitors may not pick up localized hot spots • Combination of modeling, inventory, and monitoring needed when looking at local impacts • Statewide air toxic control measure for chrome platers may need to be revisited
