Action Proposal for a decision on a Europass transparency framework adopted by the Commission on 17 December 2003. Adoption by European Parliament and Council in 2004. Official launch in Maastricht in December 2004.
Action The Europass Internet portal is being developed. Preparation of implementation during 2004: A network of Europass correspondents is being set up to lay the ground for the implementation mechanism.
The proposal for a decision • establishes a transparency framework in the form of a portfolio of documents, to be called Europass, with a common Europass logo; • provides for a single body to be responsible in each country for all related activities.

Rationale Bringing the transparency documents into a single framework, coordinated by a single body will result in: • easier access • stronger communication impact • more effective management • coherent strategy for the transparency of competences and qualifications.
The Europass portfolio • will start with five documents established at European level; • is open to further tools; • shall be available in electronic form (as well as in paper form). Each document will remain available for separate use.
The Europass portfolio for lifelong learning • The European CV: the backbone of the Europass • The MobiliPass to record all European mobility for learning purposes (replaces the Europass Training) • The Diploma Supplement for higher education • The Certificate Supplement for vocational education and training • The European Language Portfolio to record progress with languages.
Implementation and support Europass national agencies In each country: • a singlebody shall carry out or co-ordinate all Europass related activities promotion of the Europass management of the documents networking at national and European level.
Management The network of Europass national agencies, coordinated by the Commission, will format, terminology and layout of • the Europass • and its documents. • monitor the implementation; • regularly review In agreement with the relevant authorities

Europass portal The Europass documents will also be available on paper, but the maximum effort will be done to encourage the use of the Internet based Europass. A prototype is being built and will be tested in Summer 2004.
