immediate intervention • Phase 1:Upskilling existing DSTV installers with DTT installations • The training would target the already trained 1,500+ installers and provide them with specific DTT technical installation training. • DTT technical installations are similar to DSTV training and hence does not require a great degree of extra training 22 e-Skilling the Nation for Equitable Prosperity and Global Competitiveness
immediate intervention • Phase 2: Community Support Representatives • These are the backbone of DTT migration • The experience is derived from the MNet test DTT installations in Soweto where it is recognised that people with DTT installation prefer to have a local community person assist them when they have problems with installation. • Most important skill are soft community support skills 23 e-Skilling the Nation for Equitable Prosperity and Global Competitiveness
immediate intervention • Phase 3: New DTT Installers • This group would consist of newly trained installers with both DTSV and DTT technical installation capabilities. 24 e-Skilling the Nation for Equitable Prosperity and Global Competitiveness
challenges • stabilisation of infrastructure post deployment: • community support • support from business in the development and execution of the agreed courseware: • secondments from industry to capacitate FET colleges • selection of learners (existing and new) for skilling, reskilling and upskilling • management of interns • finance • resources and funding to be released for the execution of the programme. 25 e-Skilling the Nation for Equitable Prosperity and Global Competitiveness
critical success factors • strengthening the role of the SOE to implement the departments mandate (PCC) • provision of adequate funding • multi-stakeholder collaboration involving representatives from business, education, government, civil society and organised labour • capacity development within a learning pathway i.e. from digital migration to digitization • 100% installation success first time round • monitoring and evaluation: capacity development 26 e-Skilling the Nation for Equitable Prosperity and Global Competitiveness
