  5. Background to the project Congestion during peak period so travel off-peak Works in off-peak period, with increasing restrictions Works programmes becoming more inefficient

  6. Project brief Consider optimal roadspace utilisation recognising needs of stakeholders Consider alternative options Recognising implications for safety, cost, life of network So what did we do? A roadspace utilisation model to assess options in a considered and structured approach

Scenarios/considerations/categories are agreed with stakeholders prior to assessment Series of scenarios, but limited to three in the example – restricted/unrestricted/full closure Selected four standard considerations – safety/environment/value for money/public perception

  8. Roadspace utilisation model Series of categories Each choice generates a simple score – in form of 5/3/1 or red/amber/green Score is discussed with stakeholders before selecting final delivery model
