Introducing a complementary instrument to support the procurement of innovation in smaller public organizations, making it easier, faster, and more cost-effective. Propose, improve, and pilot the IPV scheme through competitive awards for joint development, testing, and validation of innovations.

Voucher scheme to support the procurementof innovation in public organizations
MOTIVATION Current innovation procurement support instruments might not fit all needs of public procurers. Specially when the dimension of the project is not big and time-to-innovation has to be short. We would like to propose a complementary instrument for those projects that are smaller in size so it is easier, faster and cheaper to incorporate innovation into Public organizations.
Objectives Make an initial proposal of a new instrument. Improve it by interacting with stakeholders and experts. If deemed of enough interest, support the piloting under real-world conditions.
Set up a support-scheme where pairs of a Public organization and an innovative company (eg. an ICT SME) can be competitively awarded a voucher to jointly develop, test and validate an innovation. To be eligible, the application has to include a valid signed commitment stating that if a number of indicators are met, the Public organization will launch an open public procurement process. Therefore, the procurement will be open to others. The ideaInnovation Procurement Voucher (IPV)
As a competitive scheme, all proposals will be evaluated by independent experts that will mark the proposal against valid criteria. Only the best ones above a threshold will be awarded. Outputs of the projects will be also reviewed. Follow-up on the procurement will take place.
